DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign Amendment 1 to Agreement for Services 277-S1411 with Conforti Plumbing, Inc. by increasing the not-to-exceed compensation by $71,500 for a maximum contractual obligation of $171,500 for the current term that ends January 13, 2019.  Approval of this Amendment 1 will allow continued provision of plumbing services for those eligible individuals, thus ensuring HHSA meets the requirements of the funding source.

 

Additionally, HHSA has determined, in accordance with County Ordinance Section 3.13.030, that specialty skills and qualifications of a Plumbing Contractor with a C-36 plumbing license are required for the “as requested” plumbing services performed under this Agreement.

 

DISCUSSION / BACKGROUND:

The Department of Energy Weatherization Assistance Program and the Low-income Home Energy Assistance Program (LIHEAP) fund the County’s Weatherization Assistance Program, which enables low-income families to permanently reduce their energy bills by making their homes more energy efficient.  California families receiving LIHEAP assistance have incomes that do not exceed an amount equal to 60% of the State median income.  In El Dorado County, Weatherization services have historically been in great demand.  HHSA has continually contracted with Conforti Plumbing, Inc. since 2005 for the provision of weatherization services throughout the County.

 

On January 14, 2014, the Board of Supervisors executed Agreement for Services 277-S1411 with Conforti Plumbing, Inc., with a maximum contractual obligation of $100,000 for the term January 14, 2014 through January 13, 2019 (File 13-0892, Item 9).  A typical service provided to qualified participants under this Agreement is the replacement or repair of water heaters which allows clients to maintain use of hot water.  The additional funding is required to meet the demands of the program clients and due to a lack of interested and qualified vendors to provide weatherization services.

 

ALTERNATIVES:

Disapproval of this Amendment 1 to Agreement for Services 277-S1411 will limit the availability of services and result in a greater risk of low-income families, some of whom are frail older adults and families with small children, living without critical plumbing, such as running hot water.

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with Amendment 1 to Agreement 277-S1411.  Sufficient appropriations were included in the Fiscal Year 2016-2017 budget and will be included in future budgets for the term of the Agreement.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on two (2) original Amendments 1 to Agreement for Services 277-S1411.

2) Clerk of the Board to return one (1) fully executed Amendment 1 to the HHSA Contracts Unit at 3057 Briw Road.
