Health and Human Services Agency, Social Services Division, recommending the Board:
1) Approve and authorize the Chair to sign Agreement for Services 299-S1711 with Donelle Anderson, for the provision of therapeutic counseling and related services on an “as requested” basis, for the term January 26, 2017 through December 31, 2020, with a maximum contractual obligation of $200,000; and
2) Authorize the Purchasing Agent, or their designee to execute further documents relating to Agreement for Services 299-S1711, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) recommending the Board approve Agreement for Services 299-S1711 with Donelle Anderson to provide therapeutic counseling and related services for those eligible individuals. Approval of said Agreement will ensure HHSA meets the community service demands and will ensure that HHSA provides mandated services, pursuant to Welfare and Institutions Code Section 16501-16508, relative to family reunification for children and families being serviced by the HHSA Child Welfare Services program.
Additionally, HHSA has determined that services provided pursuant to this Agreement 299-S1711 satisfy the criteria defined in Chapter 3.13, Section 3.13.030 of the County Ordinance in that the work performed under this Agreement is on an “as requested” basis; therefore, it is more economical and feasible to engage an independent contractor for therapeutic counseling and related services.
DISCUSSION / BACKGROUND:
