DISCUSSION / BACKGROUND

Due to increased risk of web and cyber-related intrusion, the Sheriff’s Office is taking steps toward making its network more secure with this project.  This project will improve and strengthen the Sheriff's network security system with enhanced filtering of suspect websites, improved control of outbound web traffic, and bolstered intrusion protection.

 

On October 31, 2016, the Procurement and Contracts Division, on behalf of the Sheriff’s Office, issued RFP No. 17-918-023 for collection of detailed data regarding the current Sheriff’s Office network security requirements and architecture; the development of an acceptable plan with testing methodology for pre-and post-implementation; testing and implementation of new system; and approval and sign-off of implemented system.

 

Two (2) responses were received which met the requirements of the RFP.  Following closure of the RFP on December 7, 2016, the two (2) responses were reviewed by staff in the Sheriff’s Office on the basis of completeness of proposal response, price and references.  Staff rated Sacramento Technology Group, LLC of Folsom, California to be the highest of the two (2) proposal responses submitted.

 

ALTERNATIVES

Maintain Status Quo: Presently the Sheriff’s Office utilizes a security platform from Untangled, Inc.  Protecting the integrity of the crime data and essential electronic systems is essential to the Departments services to the public.  Information security is a spectrum of judgement linking quality to investment.  The proposed next generation system provides a significant enhancement and is consistent with prudent measures to address present cyber threats.

 

The present legacy approach to the firewalls blocks suspected ports and while protecting against most known threats, does not offer the protection found in next generation firewalls, such as the Palo Alto system proposed by Sacramento Technology Group.  Additionally, legacy firewalls are more complicated to administer and are “reaction” oriented rather than “anticipatory” in nature.  Legacy systems focus on blocking and filtering.  Filters are updated as new threats are identified.  The system proposed is a next generation firewall system and is simpler to administer and focuses on a positive security model (affirmatively permitting allowed activity - known quantity, rather than blocking unpermitted activity that may have as yet unknown quantity and attributes).

FINANCIAL IMPACT

No change to Net County Cost.  Costs associated with this project were planned for and budgeted in the Sheriff’s Office Budget for FY 2016-17.
