Community Development Agency, Development Services Division, recommending the Board adopt and authorize the Chair to sign the following Resolutions which:
1) Ratify each of the El Dorado County Fire District Ordinances; and
2) Acknowledges certain corrections and those updates supported by the findings that modify the 2016 California Fire Code:

DEPARTMENT RECOMMENDATION: Community Development Agency (CDA), Development Services Division, recommending the Board adopt the following Resolutions which 1) ratify each of the El Dorado County Fire District Ordinances, and 2) acknowledges certain corrections and those updates supported by the findings that modify the 2016 California Fire Code:

By adopting these Resolutions, the following typographical corrections (Item A) and Fire District modifications (Item B) will be acknowledged:
A. Two typographical errors are noted in each of the Fire Districts’ adopted Ordinances, except El Dorado Hills County Water District Ordinance 2016-37. One is in Table B105.1(1), and one in Table B105.2, of the 2016 California Fire Code, Appendix B, Minimum Fire-Flow, as follows (see also Attachment L-Tables):
1) B105.1(1) - Changing “Minimum Fire-Flow” of “3,601 and greater” revised from “(min. 1500 GPM)” to “1,000 min. (Min.1500 GPM where required by the Fire Code Official).”
2) B105.2 - Changing “Minimum Fire-Flow” of “§ 903.3.1.1 of the CA Fire Code" from "(min. 1500 GPM)" to "(Min. 1500 GPM where required by the Fire Code Official)."
B. Meeks Bay Fire Protection District has distinct differences with their Fire Code Amendments (listed below) due to the need to match Placer County requirements.
§ 101 - Meeks Bay addresses the California Fire Code, references the 2015 International Fire Code and elaborates on the scope and general requirements that makes up the District’s Fire Code.
§ 104.7 - Addresses technical assistance and ensures payment for services related to review and inspection in the form of a monetary deposit.
§ 105.6.28 - Requires a permit for storage and use of LP-Gas. Specifics on quantities that require permits is addressed in Chapter 61.
§ 108.1 - Amended to utilize the appeal process adopted in Article 15.04.710.S, Placer County Code. Specifies roles and responsibility of board members and Fire Chief.
§ 109.4 - Amended to include a range of fines of not less than $100 and not to exceed $500.
§ 109.4.1 - Amended to specify procedure for correction.
§ 111.4 - Not adopted.
Chapter 2 - Provides definitions specific to language contained in amendments.
§ 307.1.1 - Prohibits or conditions open burning during fire restrictions.
§ 307.1.2 - Fire Chief can prohibit open burning.
§ 313 - Amends Exception 3.
§ 506.1.1 - Amended to require "Knox."
§ 506.1.3 - Establishes key boxes for buildings with automatic sprinkler systems.
§ 507.1 thru 507.4 - Adopted.
§ 507.5.1 - Amended with different exceptions and provides options for alternate means of protection as exception.
§ 507.5.1.1 - Adopted.
§ 507.5.4.1 - Establishes snow removal requirements.
§ 507.5.7 - Establishes installation and location of fire hydrant requirements.
§ 507.5.8 - Establishes public private partnership fund for infrastructure and capital improvements.
§ 509.2.1 - Establishes electrical main power disconnect switch.
§ 509.2.2 - Establishes auxiliary power generator requirements.
§ 901.4.7 - Establishes application to new and existing structures.
§ 901.11 - Establishes fire alarms required.
§ 901.12 - Establishes fire alarms regulated.
§ 901.13 - Establishes fire alarm vendor regulations.
§ 901.14 - Establishes nuisance alarms.
§ 902 - Provides definitions specific to language contained in amendments.
§ 903.1.2 - Establishes non-freezing requirements.
§ 903.2 - Adopted with amendments.
§ 903.4.4 - Establishes alarm requirements for residential occupancies.
§ 4905.4 - Establishes roof covering standard.
§ 5001.7 - Establishes liability for damage for hazardous materials.
§ 5701.6 - Establishes above ground storage requirements for flammable and combustible liquids.
Chapter 61 - Adopted Chapter 61 with amendments to all sections.
Appendices - Adopted with amendments.
DISCUSSION / BACKGROUND
Every three years the State updates the California Fire Code (Code). The Code applies State-wide. Although local jurisdictions do not have the authority to modify the Code they may adopt additional or more stringent requirements as are reasonably necessary due to local climatic, geological, or topographical conditions.
Ten El Dorado County Fire Districts have worked diligently through their El Dorado County Fire Prevention Officers Association and with El Dorado County’s Building Official to agree on a very similar set of Building Standard Amendments to achieve consistency within the County. One Fire District, Garden Valley Fire Protection District, is not currently represented in this request. However, the fire district plans to adopt the new fire codes soon.
The El Dorado County Fire Prevention Officers Association requests that the Board ratify the Building Standards Amendments as adopted by the following ten fire districts:
El Dorado Hills County Water District,
Rescue Fire Protection District,
Diamond Springs-El Dorado Fire Protection District,
Cameron Park Community Services District,
El Dorado County Fire Protection District,
Georgetown Fire Protection District,
Lake Valley Fire Protection District,
Meeks Bay Fire Protection District,
Mosquito Fire Protection District, and
Pioneer Fire Protection District.
Representatives from the Fire Districts will be available at the public meeting to answer questions.
RESOLUTIONS: There is a separate Resolution for each of the Fire District's Fire Code Amendments. Each Resolution rescinds the previous Resolution adopted in 2013 and adopts these Amendments to the 2016 California Fire Code. It is important to recognize that the County is only ratifying the Building Standards portion.
