DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign Agreement 361-O1710, which provides the means for Marshall Medical Center (Marshall), as a healthcare organization and a partner to the County, to be reimbursed for the purchase of items specified in said Agreement. Agreement 361-O1710 is funded by Agreement 026-F1511 between the California Department of Public Health (CDPH) and the County. Through CDPH Agreement 026-F1511, twenty-two (22) battery powered air respirators and one (1) combat application tourniquet have been identified as being needed to help ensure Marshall’s operational readiness to respond to a public health or medical emergency in order to meet the requirement of the Medical Surge Capability in Agreement 026-F1511.

This reimbursement Agreement 361-O1710 is not covered by County Purchasing Ordinance Section 3.12.070, and therefore cannot be authorized by the Purchasing Agent. Board of Supervisors approval is required. HHSA is recommending the Board approve and authorize the Chair to sign Agreement 361-O1710.

Additionally, HHSA has determined that Marshall’s purchase of the items pursuant to this Agreement 361-O1710 satisfies the criteria in County Ordinance Section 3.13.030 in that the purchase of the items under this agreement will enable Marshall to provide equipment and emergency medical services that are not feasibly provided by the Cou...
