2) Adopt and authorize the Chair to sign Resolution 047-2017, thereby deleting one Chief Assistant Director of Health and Human Services Agency allocation, effective May 13, 2017.

DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) recommending the Board adopt and authorize the Chair to sign the attached Resolutions, thereby adding one (1) regular full time Assistant Director of Administration and Finance, and one (1) regular full time Assistant Director of Human Services allocation to the Health and Human Services Agency personnel allocations, effective March 7, 2017.  HHSA further recommending the Board adopt and authorize the Chair to sign a second attached Resolution, thereby deleting one (1) regular full time Chief Assistant Director of Health and Human Services allocation effective May 13, 2017.

 

DISCUSSION / BACKGROUND:

The Health and Human Services Agency (HHSA) has been updating their strategic plan to place a strong emphasis on service integration.  The Service Integration objective has expanded to include moving toward a new organizational structure that will be established to facilitate the creation of the new systems of care model for service delivery.  It is anticipated that each system of care will have a lead administrator who will work together to ensure the objectives of HHSA remain focused on service integration and enhanced client services. 

 

HHSA service delivery structure will include the Adult System of Care, the Children’s System of Care, the Community Services and Support System, Public Health, and Administration and Financial Services.  Establishing the systems of care model will allow HHSA to continue to develop operational efficiencies while maintaining strong client and family-centered services. 

 

The HHSA Administration and Financial Services division is included in the system of care program design and currently does not have an administrative lead.  This position will provide support to the systems of care design and provide operational support to the various HHSA programs including the Director.  Additionally, this position will provide necessary legislative support to HHSA programs to ensure HHSA has a voice at the table related to potential legislative changes and impacts to our programs and community resources.

 

The HHSA Children’s System of Care currently does not have an administrative lead, as the Chief Assistant Director has been operating in this capacity.  HHSA is requesting to delete the Chief Assistant Director allocation due to resignation effective May 13, 2017, and establish an Assistant Director of Human Services which would be a consistent classification to provide a lead administrator for the systems of care model.

 

ALTERNATIVES:

Should the Board decline to adopt the attached Personnel Allocation Resolution(s) the Health and Human Services Agency would continue with the current personnel structure.

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

The estimated cost increase, spread through multiple HHSA funding sources to include Federal and State funding. Any General Fund impact will be absorbed by the Department within the existing budgets. 

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

Clerk of the Board to obtain signature of Chair on the attached Resolution(s) and provide one (1) copy of each to Human Resources, and one (1) copy of each to the Health and Human Services Agency, Contracts Unit, at 3057 Briw Road.
