DEPARTMENT RECOMMENDATION
Child Support Services recommending the Board Chair sign Agreement (Attachment 2B) authorizing the Superior Court to participate in a comprehensive collection program in accordance with the Master Agreement between the Judicial Council of California and Linebarger Goggan Blair & Sampson, LLP. (Attachment 2D & 2E)

DISCUSSION / BACKGROUND
On December 12, 2016, the Superior Court of El Dorado chose to terminate their MOU with the Child Support Services Revenue Recovery Division for the collection of court debt effective July 1, 2017 (Attachment B). The Court has elected to transfer responsibility for the collection of delinquent fees and fines to an alternative collection agency. This decision by the court resulted in a Board item on March 9, 2017 (Resolution #040-2017) authorizing a reduction in force of eight (8) Revenue Recovery positions.

During this interim period, prior to official termination of the agreement on July 1, 2017, the Court desires to begin sending accounts to their new service provider.The current MOU between Revenue Recovery and the Superior Court (Attachment C) requires under Section 4.2, that a written authorization setting forth both parties agreement on the operation of any subsequent comprehensive collection program is required by Penal Code 1463.10 (Attachment 2C).
