DEPARTMENT RECOMMENDATION:

Health and Human Services Agency (HHSA) recommending the Board approve Agreement for Services 316-S1711 with Sutter Medical Foundation (Sutter) to provide forensic evidentiary exams on an as requested basis for clients referred by HHSA.

 

Additionally, HHSA has determined, in accordance with County Ordinance Section 3.13.030, that the County does not possess the medical personnel qualified to administer forensic evidentiary examination and treatment.

 

DISCUSSION / BACKGROUND:

On April 27, 2010,  the Board approved non-standard, perpetual Agreement 316-S1010 with Perinatal and Pediatric Specialists Medical Group, Inc. dba Children’s Specialist Medical Group of Sacramento, Inc. (CSMGS) and Sutter Health Sacramento Sierra Region dba Sutter Memorial Hospital (Hospital), retroactive to April 25, 2010, for the provision of forensic evidentiary exam services on an “as requested” basis in cases where the County of El Dorado Health and Human Services Agency (HHSA) determines that a client’s injuries warrant forensic examination by trained personnel to facilitate and enhance services provided to the client and when such an examination has not been scheduled by law enforcement.  While this service is used infrequently, it is necessary to have a contract in place in the event that a client needs forensic examination services in an emergency and/or within an immediate timeframe.

 

The original Agreement was developed and provided by CSMGS and Hospital for evidentiary exams to be conducted at either CSMGS’ Bridging Evidence Assessment and Resources (BEAR) Care Center or at the Hospital.  The BEAR Care Center is no longer affiliated with CSMGS but is now affiliated with Sutter, and this change is reflected in the attached Agreement.  Therefore, all references to and requirements of the Sutter Health Sacramento Sierra Region dba Sutter Memorial Hospital have been removed from the new Agreement.

 

ALTERNATIVES:

Disapproval of Agreement for Services 316-S1711 will result in HHSA’s inability to refer clients whose injuries warrant forensic examination by trained personnel to facilitate and enhance services provided to the client.

County Counsel and Risk Management.

 

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the fiscal year 2016/17 budget, and will be included in future budgets for the term of the Agreement

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on two (2) original Agreements for Services 316-S1711.

2) Clerk of the Board to return one (1) fully executed Agreement to the HHSA Contracts Unit at 3057 Briw Road.
