Community Development Agency, Transportation Division, recommending the Board adopt and authorize the Chair to sign Resolution 054-2017 sanctioning the closure of Ponderosa Road in the Shingle Springs area on Wednesday, March 29, 2017, between the hours of 8:15 a.m. and 10:30 a.m., for the “Every 15 Minutes" event, subject to conditions set forth in Resolution 110-79 dated May 1, 1979, and in the road closure "Special Event Permit Application."

DEPARTMENT RECOMMENDATION

Community Development Agency, Transportation Division, is recommending Board approval of the Ponderosa Road closure to provide for the safety of participants, volunteers, and spectators around the "Every 15 Minutes" event site, and to assist in the success of this student/community event. 

 

Other involved agencies have made no objections to this road closure.

 

DISCUSSION / BACKGROUND

The Sponsors, Ponderosa High School, El Dorado County Fire, and the California Highway Patrol have requested Ponderosa Road, between Mine Shaft Lane and Meder Road, be closed between the hours of 8:15 a.m. and 10:30 a.m., on Wednesday, March 29, 2017, in the Shingle Springs area.

 

The “Every 15 Minutes” is a student program for increasing awareness among young people of the dangers of driving under the influence of alcohol and drugs.  Included in this program is a staged fatal traffic accident.  The Sponsors are making every effort to offer a program that provides as realistic an event as possible for the students.  The Sponsors believe that staging the accident on Ponderosa Road will have a much greater impact on the students than staging an accident in the High School's parking lot. 

 

Local traffic will still have access to neighborhood roadways.

 

ALTERNATIVES

If the Board does not approve of the road closure, the Sponsors will be required to consider other location options on the High School's property for the staged traffic accident.

Risk Management and El Dorado County Sheriff’s Office.

 

CAO RECOMMENDATION

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

The requested Board action has no Fiscal Impact or associated Net County Cost.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair’s signature on two (2) originals of the Resolution.

2) The Clerk of the Board will send one (1) fully executed copy of the Resolution to the Community Development Agency, Transportation Division, to the attention of Andrew Gaber.
