DEPARTMENT RECOMMENDATION
The Clerk of the Board is recommending this item be approved pursuant to California Elections Code 10404.

DISCUSSION / BACKGROUND
Between September 2016 and February 2017 the Special Districts shown in Attachment B adopted Resolutions to consolidate their District elections (currently held in odd numbered years) with the statewide general elections held in even-numbered years. The Resolution's are authorized by and adopted pursuant to Elections Code Section 10404. Before the District Resolutions can become effective, however, they must be approved by the Board of Supervisors in each county in which the District is located. The Clerk of the Board received the District Resolution's en masse from the Elections Department on February 13, 2017.

Pursuant to subdivision (c) of Elections Code Section 10404, the Board of Supervisors is to notify all districts located in the County of its receipt of such Resolutions, and request districts, at their discretion, provide input on the effect of consolidation of elections to even years. Notification letters were sent to all districts on February 22, 2017 with a deadline to respond by March 10, 2017. No responses were received by the office of the Clerk of the Board prior to the March 10th, deadline.
