Chief Administrative Office recommending the Board rescind Resolution 152-80, which established the Fire Advisory Board.

DISCUSSION / BACKGROUND
The Board of Supervisors adopted Resolution No. 152-80 on May 13th, 1980, establishing the Fire Advisory Board, as a technical advisory unit on fire-related issues. The Advisory Board had not been active for a number of years. Recently, however, the Fire Chiefs' Association requested new appointments be made to the Advisory Board, and that it be re-activated to serve as a liaison between the fire districts and the Board of Supervisors on fire-related issues. On March 7th, the Board of Supervisors appointed Clive Savacool, Chief, Garden Valley Fire Protection District, and Tim Alameda, Chief, Lake Valley Fire Protection District, to the Fire Advisory Board.

It has since been determined that the Fire Advisory Board is subject to the Brown Act and open meeting laws. Due to the fact that the membership of the Advisory Board consists of five fire chiefs, who necessarily meet regularly in various venues and discuss countywide fire protection as a part of their general duties, it became clear that it would not be feasible for these chiefs to serve on the Fire Advisory Board in its current form. After discussing the matter with the Board of Supervisors Ad Hoc Committe on Fire and Emergency Services and Chief Savacool, Chair of the Fire Advisory Board, it is recommended that the Fire Advisory Board be disbanded and replaced with a less formal body, to be designated by the Fire Chiefs' Association, to serve as a liaison between fire districts countywide and the Board of Supervisors.
