DEPARTMENT RECOMMENDATION

Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign retroactive Revenue Agreement 548-F1511 to allow Sutter-Yuba Behavioral Health to pay for services provided by County of El Dorado’s Psychiatric Health Facility (PHF).

 

DISCUSSION / BACKGROUND

The County of El Dorado operates a PHF that provides services in accordance with Title 9, California Code of Regulations Section 1810.236-1810.237.  These services are short-term inpatient mental health services primarily provided for those persons who meet the criteria of Welfare and Institutions Code Section 5150.  The duration of the services varies between 72 hours up to 30 days. 

 

On August 27, 2014, a Shasta County resident was placed in the County of El Dorado’s PHF.  County of El Dorado’s Health and Human Services Agency (HHSA) billed Medi-Cal in October 2014 and the Medi-Cal payment was received in January 2015.  As the full cost of services was not covered by Medi-Cal, HHSA billed Shasta County for the balance due in December 2014.  Shasta County denied payment on the basis that even though the Client was a resident of Shasta County, her Medi-Cal was active in Sutter-Yuba County.  HHSA then invoiced Sutter-Yuba on five (5) separate occasions between January 2015 and December 2016.  HHSA also followed up with several telephone calls to Sutter-Yuba County.  In January 2017, HHSA spoke with Sutter-Yuba County’s Contracts Division and they agreed to develop and forward a “Single Case Agreement” between Sutter-Yuba County and County of El Dorado, to provide a mechanism to facilitate payment for the remaining balance due to County of El Dorado.

 

In order to pay for the services provided to their resident, Sutter-Yuba requests County of El Dorado’s review, approval, and execution of Single Case Revenue Agreement 548-F1511.  The remaining amount of $1,480.50 is the balance owed by Sutter-Yuba Behavioral Health following Medi-Cal reimbursement.  This Agreement is specific to one Sutter-Yuba resident, placed in the County of El Dorado’s PHF for six (6) days. 

 

ALTERNATIVES

Disapproval of Revenue Agreement 548-F1511will not allow the County to be reimbursed for services provided by the PHF.

FINANCIAL IMPACT

There is no Net County Cost associated with this Agenda item.  This is a one-time revenue generating Agreement.

1) Clerk of the Board to obtain signature of Chair on two (2) original Revenue Agreements 548-F1511.

2) Clerk of the Board to return two (2) fully partially-executed Agreements to the HHSA Contracts Unit at 3057 Briw Road, for further processing.
