DEPARTMENT RECOMMENDATION

Approve and authorize the Chair to sign a Proclamation recognizing Jim Silveira's dedication to public service, while maintaining and upholding building standards in order to ensure the highest quality of public safety in El Dorado County.

DISCUSSION / BACKGROUND

Proclamation to recognize Jim Silveira's twenty-two years of public service in his role as a County Building Inspector, having achieved the highest level available of Building Inspector III, by performing skilled building and related health and safety work for construction.  Jim started with the County in 1995 as extra-help and has since been an integral part of the Building Safety team. He has contributed to many facets of the community, he served as a Code Enforcement Officer for many years, and helped to lay the groundwork for a cohesive association with the Tahoe Regional Planning Agency (TRPA).  He was an integral part of the conception and enactment of the Memorandum of Understanding between TRPA and the County.

Jim's leadership in the aftermath of the 2007 Angora Fire was incredibly valuable to the County as well as the constituents he served. He personally visited all of the sites and informed the owners of the status of their homes.  He worked with the U.S. Forest Service, California Office of Emergency Services, Federal Emergency Management Agency, County Surveyor, and Environmental Management's Hazardous Materials Unit to help ensure that all appropriate measures were taken. Jim was part of the team that designed and implemented the erosion control measures and site assessments for all 254 lots.  Jim not only did his job as assigned but took this as a personal goal to see to it that the displaced residents of our County received the best possible level of care and concern.
