DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) recommending the Board approve and authorize funding to support the operation of temporary winter shelters by Hangtown Haven, Inc.(Grantee), in the amount of $10,575. This agreement will establish the vehicle to pass through funding authorized by the Board of Supervisors to the provider, for the purpose of operating winter shelters in El Dorado County.

 

 

DISCUSSION / BACKGROUND:

On November 15, 2016, the Board of Supervisors accepted funding in the amount of $15,078 from California Department of Community Services and Development (File ID 16-0744, Agenda Item 11), for the operation of winter shelters in El Dorado County, resulting in this funding agreement with Hangtown Haven, Inc. to support temporary winter sheltering activities. This funding agreement with Hangtown Haven, Inc. allows for payment of activities provided in support of winter sheltering of the homeless from November 15, 2016, the date the Board accepted funding for this specific purpose, to June 30, 2017.  The funds are being used for the public purpose for which they were given to the County, therefore to grant this award via funding agreement #441-F1711 is not an impermissible gift of public funds.

 

Upon approval by the Board in November 2016, the Community Services Division began working with Hangtown Haven, Inc., on the operation of a winter shelter on the West Slope of the County.  Initially it was the understanding of HHSA staff that this could be accomplished through a blanket purchase order; however, Procurement and Contracts recommended this be handled via a funding agreement, whereupon staff immediately began drafting the attached funding agreement.  Additionally, HHSA was advised that funding agreements require Board approval. 

 

 

ALTERNATIVES:

The Board could decline to authorize the attached funding agreement, whereupon the funding previously authorized by the Board for the operation of winter shelter(s) would be returned to the State.

County Counsel; Procurement and Contracts; and Risk Management.

 

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the fiscal year 2016-17 budget.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on two (2) original funding Agreements 441-F1711.

2) Clerk of the Board to return one (1) fully executed Agreement to the HHSA Contracts Unit at 3057 Briw Road.
