Health and Human Services Agency, Behavioral Health Division, recommending the Board:
1) Approve and authorize the Chair to sign Amendment 1 to Agreement for Services 104-S1511 with EDCA Lifeskills, Inc., for the provision of senior peer counseling services, to extend the term through June 30, 2018, and increase the maximum contractual obligation to $190,000; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 104-S1511, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) recommending the Board approve and authorize Amendment 1 to Agreement for Services 104-S1511 to extend the term and increase the maximum contractual obligation for EDCA Lifeskills, Inc. (EDCA) to continue to provide senior peer counseling for those eligible individuals, thus ensuring HHSA meets the requirements of the Mental Health Services Act (MHSA) Plan update, which is anticipated to be submitted to the Board of Supervisors for approval this spring.
Additionally, once the MHSA Plan is adopted by the Board of Supervisors, the County implements or maintains the projects identified in the MHSA Plan. Due to the specialized nature of the services required under the Senior Peer Counseling project, the provision of these services are more economically and feasibly performed by the EDCA than through the County Behavioral Health Division.
DISCUSSION / BACKGROUND:
MHSA requires that stakeholders be provided with the opportunity to provide input into the MHSA Plan development on topics such as community needs and funding allocations. During the community planning process for FY 2013-14, one of the unmet needs identified by the public was mental health services for adults age 55 and older. To address those needs, the Senior Peer Counseling project was incorporated into the MHSA plan under the Prevention and Early Intervention (PEI) component to allow for the expansion of services to more areas of the West Slope through transportation reimbursement for peer volunteers and increased training sessions for new volunteers, along with other administrative supports.
On June 13, 2016, the Board adopted and authorized implementation of the FY 2016-17 MHSA Plan Update (File ID 15-0964). Included in the approved FY 2016-17 MHSA Plan Update is the Senior Peer Counseling project under the PEI component. The objective of the Senior Peer Counseling project is to provide free confidential individual peer counseling to adults age 55 and older. Approximately 30% of the population of El Dorado County is age 55 or older. The Senior Peer Counseling project was identified as a sole source contract in the FY 2013-14 Mental Health Services Act (MHSA) Plan.
The Senior Peer Counseling project is designed to meet the individual needs of our community’s older adult population and provide PEI on mental health issues, with a focuses on well-being, empowering clients to find their own solutions, making independent decisions, and thereby becoming active participants in their own lives. Senior Peer Counseling volunteers evaluate the needs of potential clients, frequently referring them or assisting them in making contact with other community services, including Mental Health evaluation and treatment. Senior Peer Counseling also provides community education and collaboration with other older adult services and professionals. Volunteers make informational presentations to interested service groups and agencies and attend community forums.
On August 26, 2014, the Board approved the MHSA Three-Year Plan, which covers Fiscal Year (FY) 2014-2015, 2015-2016, and FY 2016-17 (File 14-0806, Item 35). With each MHSA Three-Year Plan, there are Annual Updates. On August 25, 2015 and June 13, 2016, the Board approved Annual Updates (File 15-0964, Item 19 and File 15-0964, Item 2). Approval of these Annual Updates authorizes HHSA to continue contracting out for services pursuant to the MHSA Plan, through June 30, 2017. It is anticipated that HHSA will present the next Three-Year Plan in June 2017, which will cover FY 2017-18, FY 2018-19, and FY 2019-20.
Amendment 1 to Agreement for Services 104-S1511 was developed in response to the current MHSA Three-Year Plan, and approval of this Amendment will ensure continuity of services until the new MHSA Three-Year Plan is approved. If necessary, this Agreement may be amended in the future to incorporate any changes in the new MHSA Three-Year Plan. The original Agreement also contains “Default, Termination, and Cancellation” language, which allows the County to terminate the Agreement with seven (7) days advance written notice of intent to cancel the Agreement without cause.
ALTERNATIVES:
Disapproval of Amendment 1 to Agreement for Services 104-S1511 will result in the Agreement terminating June 30, 2017. A renewal for July 1, 2017 would need to be brought for Board approval, along with any amendments that would need to be made once the new MHSA Plan is approved.

FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item. Sufficient appropriations were included in the fiscal year 2016-17 budget, and will be included in future budgets for the term of the Agreement.
