DEPARTMENT RECOMMENDATION

Approval of this recommendation will allow the District Attorney's Office, in coordination with The Center for Violence-Free Relationships, continue to efficiently and effectively investigate and prosecute domestic violence cases.

 

DISCUSSION / BACKGROUND

The California Governor's Office of Emergency Services for the Law Enforcement Specialized Units Program award was issued to the District Attorney's Office beginning January 1, 2015, for a three-year funding cycle ending December 31, 2017.  During the first and second years of the three-year funding cycle, the District Attorney's Office was awarded $182,018 annually with a 25% annual matching requirement of $60,673.  For year three of the funding cycle, the District Attorney's Office received notification the 2017 award was estimated to be issued in the amount of $197,178, a $20,213 increase over the year one and two amounts.  The 25% matching requirement was estimated to be $65,726, a $5,053 increase over the year one and two amounts. 

 

The 2017 Request for Application was submitted to CalOES in November 2016 using the estimated award amounts.  In March 2017, the District Attorney's Officer received a Notification of Award Approval in the amount of $197,178.  Resolution 055-2015 authorized the District Attorney to execute, on behalf of the Board of Supervisors, the Grant Award Agreement including any extensions or amendments thereof which would be prompted by changes in funding levels from the State of California and would not increase matching costs.  Since this changes the matching amount, the District Attorney's Office requests the Board ratify the District Attorney's signature on Grant SubAward Face Sheet No. LE16030090 with the California Governor's Office of Emergency Services for the Law Enforcement Specialized Units Program for the grant award period beginning on January 1, 2017, and ending on December 31, 2017, due to an increase in funding levels.

FINANCIAL IMPACT

For FY 16/17, $2,527 of the 25% matching requirement will be funded by Department of Justice Asset Forfeiture Equitable Sharing Funds , which are special revenue funds allocated to the District Attorney and do not impact the General Fund.  The approval of this recommendation will not result in any changes to Net County Cost.
