Community Development Agency, Environmental Management Division, recommending the Board authorize payment to Playcore Wisconsin, Inc., dba Belson Outdoors, LLC, in the amount of $20,458.25 for recycling receptacles and make a finding that a public benefit is derived from disbursement of the receptacles to the City of Placerville (City).

 

DISCUSSION / BACKGROUND

Pursuant to the passage of AB 2020, the Beverage Container Recycling and Litter Reduction Act (also known as the “Bottle Bill”) in 1986, a California Redemption Value (CRV) was established for certain aluminum cans, and glass and plastic bottles. The redeemable CRV, five or ten cents per unit depending upon container size, is paid by the customer at the point of sale.  All CRV funds collected may be redeemed by the customer; however, CRV monies paid and not redeemed fund the CalRecycle City/County Payment Program (formerly the Department of Conservation Beverage Container Recycling Grant). 

 

The State began distributing City/County Payment Program (CCPP) funds to cities and counties annually in Fiscal Year 1999/2000, based upon per capita population numbers and available funds, for the purpose of encouraging beverage container recycling and reducing litter.  The minimum amount of funding is $5,000.  The County receives approximately $38,000 to $42,000 annually.  The City receives the minimum of $5,000.  In order to receive CCPP funds, jurisdictions are required to submit a short application.  Funding is not competitive.

 

Since the inception of the CCPP, the County has applied for these funds on behalf of the City and administered the City’s funds.  The County has purchased a myriad of products for the City aimed at increasing recycling and reducing litter.  Examples of previous purchases include storage and recycling containers, safety supplies, public education and outreach materials, and advertising.

 

For the past few years the County has not expended the City’s CCPP funds.  The funds were held for a large City project, namely the purchase of lockable, scavenger-proof trash/recycling containers for Main Street Placerville.  The County issued a purchase order in the amount of $20,458.25 for the recycling containers requested by the City (Attachment A), using approximately $19,000 of the City’s CCPP funds, with the remaining balance to be paid for with County CCPP funds.  The use of County CCPP funds was justified by the general public benefit of County residents and tourists visiting Main Street Placerville and using the trash/recycling containers.  CalRecycle allows the use of County CCPP funds for the purchase of products to be placed in the City.

FINANCIAL IMPACT

Funding for the recommended payment is included in the adopted Fiscal Year 2016/17 budget and is provided by the CCPP.  There is no Net County Cost associated with this item.
