Community Development Agency, Transportation Division, recommending the Board adopt and authorize the Chair to sign Resolution 077-2017 accepting the 2016 revisions to the County of El Dorado Maintained Mileage System.

DEPARTMENT RECOMMENDATION

Community Development Agency (CDA), Transportation Division (Transportation), recommending the Board adopt and authorize the Chair to sign Resolution 077-2017 accepting the 2016 revisions to the County Maintained Mileage System (County System).  The proposed Resolution and accompanying updates to the County System will be submitted to the State of California (State), pursuant to the Streets and Highways Code, Section 941 and Section 2121.

 

DISCUSSION / BACKGROUND

In 2016, there were several revisions made, noting mileage increases and decreases, as follows:

- Road 2803, a new road constructed and accepted into the County System, adding 0.04 mile;

- Clarksville Crossing, Road 2804, a new road constructed and accepted into the County System, adding 0.57 mile;

- Old White Rock Road, Road 2805, a new road constructed and accepted into the County System, adding 0.31 mile;

- White Rock Road, Road 34, based on field or office review of actual road parameters, decreasing by .21 mile; and

- Tong Road, Road 2337, based on field or office review of actual road parameters, decreasing by .21 mile.

 

Overall, these revisions result in a 2016 increase of .50 mile, bringing the County System total to 1,086.66 miles (see Attachment 2B).

 

ALTERNATIVES

Without the Board's approval of Resolution 077-2017, the updates would not be accepted by the State and would adversely affect future State funding.  Additionally, the County would not meet the requirements of Streets and Highways Code Section 2121 that mandates submission of changes to the County System in May of each year.

CAO RECOMMENDATION

 It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There is no direct financial impact to the General Fund related to this action. Updating the County's System ensures that funding allocations distributed on a mileage basis are accurate and garner revenues to the fullest extent allowed.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair's signature on one (1) original copy of the Resolution.

2) The Clerk of the Board will forward one (1) certified copy of the fully executed Resolution to Don Spear, Deputy Director, Maintenance and Operations, CDA Transportation.
