DEPARTMENT RECOMMENDATION
Pursuant to Welfare and Institutions Code (WIC) Section 5604.2, the Mental Health Commission is required to submit an annual report to the Board of Supervisors, outlining the needs and performance of the County’s mental health system. In accordance with this requirement, Health and Human Services Agency (HHSA) recommends the Board receive and file the Mental Health Commission’s 2016 Annual Report.
DISCUSSION / BACKGROUND
WIC Section 5604 et seq. requires that each county establish a mental health board, whose responsibility is to review and evaluate the community’s mental health needs, services, facilities, and special problems. Additional responsibilities identified in WIC include advising the governing body and the local mental health director as to any aspect of the local mental health program, reviewing and approving procedures to ensure citizen and professional involvement in the planning process, reviewing and making recommendations on applicants for the appointment of the local mental health director, and reviewing and commenting on the county’s mental health performance outcomes.
The El Dorado County Mental Health Commission was established by the County of El Dorado Board of Supervisors in 1993. The Mental Health Commission holds regular public meetings and works closely with the HHSA Behavioral Health Division on all aspects of the local mental health system.
