FUNDING:  100% funded by participant contributions.

DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) is recommending the Board approve Agreement for Services 013-S1811 with All West Coachlines, Inc., A Coach USA Company, for the provision of charter motor coach transportation services with the purpose of helping to plan, organize, and provide transportation for senior activities.

 

Additionally, HHSA has determined, in accordance with County Ordinance Section 3.13.030, it is more economical and feasible to engage an independent contractor for transportation services; the County does not possess the equipment or support services to provide these transportation services.

 

DISCUSSION / BACKGROUND:

HHSA has contracted with All West Coachlines, Inc., A Coach USA Company, since 1999 to provide transportation and reservation services for senior group activities.  HHSA also maintains contracts with other vendors to provide similar services. 

 

The 2010 U.S. Census indicated that 14.6% of El Dorado County’s population was at least 65 years old.  In 2012 that percentage grew to 16.4% and in 2015, the U.S. Census indicated that seniors aged 65 years old and older grew to 18.6% of the total population.

 

El Dorado County’s senior population is very active and enjoys participating in meaningful activities within the widest range of civic, cultural, educational, and recreational opportunities possible.  HHSA is able to provide access to such opportunities by facilitating transportation services with All West Coachlines, Inc., A Coach USA Company.  Providing services for this large and growing population of seniors is in line with the HHSA mission to provide collaborative services to enhance quality of life and supports whole person care by encouraging active and social seniors.  All travel and activity costs are fully funded by participants.

 

Approval of this Agreement will ensure that the County will continue to be able to successfully serve this growing segment of its population.

 

ALTERNATIVES:

Disapproval of Agreement for Services 013-S1811 will result in decreased access to enrichment activities for the County’s senior population.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT:

County Counsel, Risk Management, and Human Resources.

 

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agreement 013-S1811.  Seniors who wish to participate in pre-planned activities and outings submit their payment to HHSA who, in turn, issues payment to All West Coachlines, Inc., A Coach USA Company. 

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on two (2) original Agreements for Services 013-S1811.

2) Clerk of the Board to return one (1) fully executed Agreement to the HHSA Contracts Unit at 3057 Briw Road.
