Probation Department recommending the Board:

1) Authorize the Chief Probation Officer to sign retroactive Agreement 522-S1711 with Alcohol Monitoring Systems, Inc. for the Probation Department to participate as an alpha test site in the development of software related to supervision activities for the period of November 1, 2016 through December 31, 2018; and

2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 522-S1711, including amendments which do not increase the maximum dollar amount or term of the Agreement, contingent upon approval by County Counsel and Risk Management.

DEPARTMENT RECOMMENDATION

It is recommended the Board authorize the Chief Probation Officer to sign the attached Agreement #522-S1711 with Alcohol Monitoring Systems, Inc.  The Board previously approved Agreement #276-S1710 (16-1151 12/06/16, item 38) which included an error in the agreement end date, causing the agreement to expire 01/31/17.  Agreement #522-S1711 is intended to terminate and supersede the prior agreement in order to correct the term dates. Agreement #522-S1711 will retroactively start on 11/01/16 and continue until the original intended term date of 12/31/18.

 

DISCUSSION / BACKGROUND

The “Alpha Test Program Agreement” authorized the Probation Department to assist with the development of a new software interface with existing Probation data systems for an end user environment in a prerelease software titled as the “Compliance Platform.”  Since the agreement includes restrictions prohibiting disclosure of proprietary technology, only enough information is being provided to the Probation Department to act as an “Alpha Test Site.”  Also, included in the agreement is financial consideration for future subscription to software platform that will be available to the public market after the expiration of the “Alpha Test Program Agreement.”

 

Alcohol Monitoring Systems, Inc. (AMS) is developing a software platform known as the “Compliance Platform” to interface with already existing Probation Department data information systems to assist the Probation Department with supervising probationers and post-release supervision clientele in a more effective manner.  AMS is seeking practical input from the Probation Department to understand important supervision factors (data elements) as well as developing an end user interface for Probation Department staff use data analytics in daily case management and decision making. For the Probation Department’s input and work on this project AMS will provide consideration to the Probation Department after the release of the software to the public market at a reduced rate over a three-year subscription period.

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Information Technologies has been consulted in regard to this agreement and will provide technical assistance to the Probation Department as needed.

 

CAO RECOMMENDATION

Approve as recommended.

 

FINANCIAL IMPACT

There is no fiscal impact to the County for the Probation Department’s involvement as an Alfa Test site.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

Upon Board approval, the Clerk of the Board will notify the Chief Probation Officer that Agreement #522-S1711 may be fully executed.
