DEPARTMENT RECOMMENDATION

Department of Transportation (Transportation) recommending the Board approve and authorize the Chair to sign the Acquisition Agreement for Public Purposes (Agreement) which grants the City of Placerville (City) land and easements from the County of El Dorado (County) for the Western Placerville Interchange Project Phase 2 (Project). 

 

Given the regional significance of the Project, it is also recommended that the land and easements be donated to the City.  Donating the land for this Project is a public benefit to County residents.  The Agreement as presented includes language that provides for the waiver of just compensation in the amount of $66,900.  

 

DISCUSSION / BACKGROUND

The City’s Project will provide for improvements on and around U.S. Highway 50 at the western end of the City of Placerville. The Project includes:

1)  Creating a new eastbound off-ramp;

2)  Realignment of Forni Road;

3)  Creating a park-and-ride facility; and

4)  Improving pedestrian mobility.

 

It is important that the County and City work as Project partners and coordinate efforts to make the Project a reality. To achieve this, Transportation proposes donating the needed property and easements to the City, appraised at $66,900.  These acquisitions, pertaining to Assessor's Parcel Number 325-300-37 in Placerville, include granting the City:

1)  A partial fee acquisition;

2)  A slope easement; and

3)  A temporary construction easement.

 

ALTERNATIVES

An alternative would be to not approve the Agreement and its corresponding grants. The City would not be able to complete its Project or would have to redesign it so that it didn’t run through County property.  This Project is of high regional significance and public benefit would suffer if not completed.

CAO RECOMMENDATION

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There is no change to Net County Cost associated with this item.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1)  The Clerk of the Board will obtain the Chair’s signature on two (2) originals of Agreement.

2)  The Clerk of the Board will obtain the Chair’s signature on two (2) originals of the Grant Deed.

3)  The Clerk of the Board will obtain the Chair’s signature on two (2) originals of the Grant of Slope Easement.

4)  The Clerk of the Board will obtain the Chair’s signature on two (2) originals of the Grant of Temporary Construction Easement.

5) The Clerk of the Board will forward one (1) of each original executed document to Transportation, attention Jackie Cook, for further processing.
