DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign Memorandum of Understanding (MOU) 053-M1811 and Agreement 905-M0810, the Amended and Restated Joint Exercise of Powers Agreement (JPA) 2017.  Approval of these documents is necessary to permit County of El Dorado to participate in the JPA and migrate to the new automated welfare system known as the California Automated Consortium Eligibility System (CalACES).

 

DISCUSSION / BACKGROUND:

In June 2007, the County of El Dorado joined 39 other counties in the implementation of an automated welfare system known as the California Statewide Automated Welfare System Consortium IV (C-IV).  Los Angeles County entered into an agreement with another vendor to provide the automated welfare services.  The C-IV system was designed to assist with managing the increasing complexity of public assistance programs.  Participation in C-IV JPA required the Joint Exercise of Powers Agreement 905-M0810, and Memorandum of Understanding.  The JPA Agreement 905-M0810 was subsequently amended and restated effective 2010.

 

This Amended and Restated Joint Exercise of Powers Agreement 905-M0810 effective 2017, incorporates the original 39 county Consortium members and adds Los Angeles County, to create a new Consortium of 40 county members.  The Consortium members have agreed to rename the automated welfare system currently known as C-IV to “California Automated Consortium Eligibility System” (CalACES).  The MOU 053-M1811 outlines the roles and responsibilities of the County with regards to the design, development, implementation, operation, maintenance, and migration to the CalACES software platform.

 

The County of El Dorado will be responsible for the cost of hardware and/or software, and associated maintenance for new sites or the expansion of existing sites within the County.  The Consortium will allocate the project budget to the member counties, and each county will be required to pay its applicable share of the budget as well as its share of the Administrative Costs. 

 

ALTERNATIVES:

Disapproval of MOU 053-M1811 or the Amended and Restated Joint Exercise of Powers Agreement 908-M0810 effective 2017, would result in the County of El Dorado not being able to use the new automated welfare system, CalACES.

It is recommended that the Boad approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the fiscal year 2016-17 budget, and will be included in future budgets for the term of the Agreement.

1) Clerk of the Board to obtain signature of Chair on four (4) original MOUs 053-M1811 and return all four partially executed MOU to the HHSA Contracts Unit at 3057 Briw Road, for submission to California Automated Consortium Eligibility System for final processing.

2) Clerk of the Board to obtain signature of Chair on four (4) original Amended and Restated Joint Exercise of Powers Agreements 908-M0810 effective 2017, and return all four partially executed Agreements to the HHSA Contracts Unit at 3057 Briw Road, for submission to California Automated Consortium Eligibility System for final processing.
