DEPARTMENT RECOMMENDATION

Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign Agreement 077-F1811 with Shingle Springs Band of Miwok Indians for the term effective July 1, 2017 through June 30, 2022, to pay the County for prehospital Advanced Life Support (ALS) emergency medical services.  Approval of this Agreement will ensure citizens visiting the Rancheria have access to ALS ambulance services in the event of a life-threatening situation.

 

DISCUSSION / BACKGROUND

The Shingle Springs Band of Miwok Indians (Tribe) is the beneficiary of trust land entitled the Shingle Springs Rancheria, which is located within the geographical boundaries of El Dorado County.  Historically, the Tribe has contracted with the County to provide prehospital ALS emergency services on tribal land, specifically within County Service Area No. 7, where the Rancheria is located, and the areas surrounding the Rancheria.  The existing Agreement, 200-F1511, between the County and the Tribe, was approved by the Board on September 9, 2014 (File 14-1194, Item 14) and has a term of September 9, 2014 through September 9, 2017.  Per the terms of the existing Agreement, the Tribe paid an annual base contract amount of $200,000 for the calendar period of September 9, 2016 through September 8, 2017 for the first 100 ALS Medic Unit Responses and an additional $2,000 per ALS Medic Response beyond the first 100 Medic Unit Responses. 

 

Agreement 077-F1811 requires the Tribe to pay an annual base contract amount of $200,000 for the calendar year commencing September 9, 2017 for the first 100 ALS Medic Unit Reponses and an additional $2,000 per ALS Medic Response beyond the first 100 Medic Unit Responses, excluding responses made to any residences on the Rancheria.  This Agreement also requires the Tribe to pay an annual base contract amount of $5,000 for services provided to residences on the Rancheria.  This amount shall be in addition to any revenues collected by the County through direct billing for ambulance services.  Finally, the Agreement includes provisions for payment with regards to the County’s response to a multi-casualty incident. 

 

Since the term of this Agreement commences on July 1, 2017 and the Tribe previously paid the yearly base contract amount of $200,000 for the term September 9, 2016 through September 8, 2017, the Tribe will be responsible for paying the County for all ALS Medic Unit Reponses provided to the Rancheria that exceed the 100 ALS Medic Unit Response calls between July 1, 2017 and September 8, 2017.  Thereafter, the annual payment period will continue to be the twelve month calendar period measured from September 9th to September 8th in each calendar period. 

 

ALTERNATIVES

Disapproval of Agreement 077-F1911 will prevent the Tribe from paying the County for prehospital ALS emergency medical services.
