DEPARTMENT RECOMMENDATION

Health and Human Services Agency (HHSA), in conjunction with the Sheriff’s Department and Probation, recommending the Board approve and authorize the Chair to sign Amendment I to Participation Agreement 001-F1811 with California Department of Health Care Services (DHCS) for the provision of the Medi-Cal County Inmate Program (MCIP).  Amendment I removes the timeline previously outlined in Addendum A: MCIP Administrative Costs. 

 

DISCUSSION / BACKGROUND

The Medi-Cal Inmate Program occurs at both a State and County level and allows Medi-Cal allowable inpatient hospital services, including inpatient psychiatric services, and physician services provided during the inpatient hospital stay of inmates in correctional facilities who are determined eligible for Medi-Cal.  Participation in the MCIP is voluntary and counties have the option to participate in this program by entering into an agreement with DHCS. 

 

There is no General Fund increase to the MCIP.  The purpose of the MCIP agreement is to establish the amounts needed to satisfy each county’s responsibility to reimburse DHCS for the nonfederal share of MCIP service costs incurred by DHCS.  If County of El Dorado does not participate in the MCIP, the County remains responsible for arranging for and paying for medical care of its inmates.  Participation in this program establishes DHCS as the fiscal intermediary for the federal Medicaid payments.

 

On February 2, 2017, the Board approved Participation Agreement 001-F1811 (File 17-0106, Item 15).  On June 5, 2017, HHSA received this amendment request from DHCS, with a request approval within 24-hours of receipt of the amendment.  Amendment I to Participation Agreement 001-F1811 removes the previously established “timeline” for execution of the original Agreement.

 

This File ID 17-0106, the MCIP agreement for the term July 1, 2017 through June 30, 2018, is related to File ID 17-0105, an MCIP agreement for the term April 1, 2017 through June 30, 2017.

 

ALTERNATIVES

Disapproval of Amendment I to Participation Agreement 001-F1811will result in the County not being able to participate in the MCIP program.

CAO RECOMMENDATION

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There may be a reduction in Net County Cost associated with hospitalization of off-site medical care for inmates and wards of the County.  Sufficient appropriations were included in the fiscal year 2016-17 budget, and will be included in future budgets for the term of the Agreement.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on two (2) original Amendment I to Participation Agreement 001-F1811.

2) Clerk of the Board to return one (1) fully executed Amendment to the HHSA Contracts Unit at 3057 Briw Road.
