DEPARTMENT RECOMMENDATION

Community Development Services, Environmental Management Department (EMD), recommending the Board:

1) Accept a grant award in the amount of $45,000 from the California Certified Unified Program Agency (CUPA) Forum Environmental Protection Trust Fund; and

2) Authorize the Environmental Management Director, or designee, to execute all grant related documents including, but not limited to, the Grant Agreement 2017-1, amendments, requests for payments, reports, and all associated documents necessary to secure and expend Grant funds as designated under the Grant Agreement for the term of July 1, 2017, through June 30, 2019.

 

DISCUSSION / BACKGROUND

The CUPA Forum Board of Trustees established the CUPA Forum Environmental Protection Trust Fund (Trust) to enhance the investigation and enforcement of the State of California statutes and associated implementing regulations.  The Trust was established to disburse and manage monies primarily from case settlements as adjudicated through the efforts of local, state, and federal prosecutors.

 

EMD submitted a grant application dated March 8, 2017, to the CUPA Forum Board requesting grant funding in the amount of $45,000 (Attachment A).  By letter dated April 20, 2017, EMD was notified of the Grant award for the full amount requested, and was asked to execute the required Grant Agreement, thereby accepting all Grant terms and provisions (Attachment  B).  The funding from this Grant will be used to purchase one new vehicle to perform inspections and for use in emergency response programs.

 

In accordance with Board Policy A-6, the Board of Supervisors is the sole authority for accepting grant awards and approving grant agreements.  After acceptance of a grant award and approval of the grant agreement, the Board may delegate authority to execute the grant agreement and other grant related documents.

 

ALTERNATIVES

The Board may elect to not accept the CUPA Forum Board Grant award, in which case EMD would be required to seek alternative funding sources for the purchase of the new vehicle.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Counsel has approved the Grant Agreement.

 

CAO RECOMMENDATION

 It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There is no change in Net County Cost associated with this item.  No matching funds are required for this Grant Agreement. The funds will be used to purchase one new vehicle, which has been included in the FY 2017-18 Recommended Budget.
