DEPARTMENT RECOMMENDATION

Health and Human Services Agency (HHSA) recommending the Board approve Agreement for Services 517-S1711, with The Endurance International Group, Inc., dba StartLogic, for the provision of a webhosting and web domain subscription to support the El Dorado County Commission on Aging (COA) Advisory Council’s website, www.2nd50years.org.  Approval of this Agreement will assist the COA in disseminating information for seniors, as outlined in Title III of the Older Americans Act.

 

DISCUSSION / BACKGROUND

COA is an Advisory Committee to the Board of Supervisors.  In accordance with the provisions of Title III of the Older Americans Act, the COA advises the Board on the Area Agency on Aging for Planning and Service Area 29.  This includes advising on matters relating to the development and administration of the Area Plan, including focusing on issues, services, and challenges for elderly residents in El Dorado County.  The COA also strives to empower the elderly through the dissemination of information.

 

On February 4, 2014, the Board approved and authorized the COA’s request for a webhosting and web domain subscription with StartLogic, to support the COA’s website, www.2nd50yrs.org (File 14-0068, Item11).  The subscription started upon the Board’s approval and had an initial term of two (2) years with automatic annual renewals thereafter into perpetuity. 

 

On June 14, 2016 HHSA recommended the Board approve and authorize continuation of specified perpetual agreements (File 13-0674, Item 11).  The list of perpetual agreements presented to the Board erroneously excluded blanket purchase orders with perpetual terms but not tied to an agreement.  It was the belief by HHSA at the time that Procurement and Contracts presented Blanket Purchase Orders with perpetual terms, so HHSA did not include this item on the perpetual list. 

 

Upon receipt of the invoice for continuation of services to be provided in 2017, HHSA realized the error in omitting inclusion of the blanket purchase order in the perpetual list.  In order to renew the webhosting and web domain subscription services, HHSA is recommending the Board approve the renewal agreement for the COA’s webhosting and domain registration subscription.  This agreement term commences upon execution and shall renew annually, in perpetuity, until terminated by either party. 

 

ALTERNATIVES

Disapproval of Agreement for Services 517-S1711 will result in the COA not being able to use a customized webhosting and web domain to disseminate information specific to seniors in El Dorado County.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the fiscal year 2016-17 budget, and will be included in future budgets for the term of the Agreement.
