Chief Administrative Office recommending the Board approve minor revisions to Board of Supervisors Policy B-10, Grand Jury Annual Report-Publication of Annual Report and Board of Supervisors Response, to revise the process for publishing and distribution of Grand Jury reports.

DISCUSSION / BACKGROUND
On June 28, 2016, the Board of Supervisors revised Policy B - 10, Grand Jury Annual Report - Publication of Annual Report and Board of Supervisors Response to clarify language to ensure consistency with Penal Code. The sunset date for the revised policy was set at one year so that staff could review the policy with 2016-17 Grand Jury for further improvements. CAO staff and a subcommitte of the 2016-17 Grand Jury have agreed to revise the policy to provide maximum flexibility to the Grand Jury in choosing how to publicize their reports.

The revised policy maintains the commitment of the CAO to publish all Grand Jury final reports, as well as the Board's responses, to the County website, with a prominent link. In addition, the Grand Jury may choose additional means of publishing and distributing its reports. The procedure set forth in the policy is for the Grand Jury foreperson, before the end of his or her term, to provide a written request for such additional publication or distribution to the CAO, who will be responsible for implementing the request. If the cost of the requested publication or distribution exceeds 10% of the Recommended Budget for the Grand Jury for the ensuing fiscal year, the additional expense must be authorized by the Board of Supervisors.
