Air Quality Management District recommending the Board, acting as the Board of Directors of the Air Quality Management District, approve the Chair to sign Amendment 1 to Funding Agreement 249-F1711, between the Air Quality Management District (AQMD), and the Wesley L. & Gertrude B. Wilkinson Revocable Trust, Barry J. Wilkinson Revocable Family Trust, Jane C. Wilkinson Trust, and Cindy W. Seip Separate Property Trust ("Property Owners"), amending Article IV to specify the party to whom the reimbursement check shall be made, with no other changes to the agreement.

 

DISCUSSION / BACKGROUND

Funding Agreement #249-F1711 ("Agreement"), between AQMD and the Property Owners was written to provide funding for and allow the installation of (6) AQMD supplied electric vehicle chargers at their property at 3047 Briw Road in Placerville, up to a total cost of $8,000. This property is currently under a long-term lease with the County of El Dorado for use by its Health and Human Services Agency (HHSA).  The HHSA currently has several Ford CMax Energi plug-in hybrid vehicles in use by its staff (and more are planned in future fiscal years), and has been requesting the installation of electric vehicle chargers to maximize the fuel efficiency of these vehicles.  Additionally, other County departments, government agencies, and members of the public could utilize these chargers.

 

One individual member of the Property Owners paid the contractor that installed the equipment, and should be the individual who is reimbursed by the District, but the way the approved agreement is currently written this cannot be accomplished.  This amendment specifies the individual to whom the reimbursement is to be paid by the Auditor-Controller, and makes no other changes to the agreement, keeping the original not-to-exceed amount of $8,000.

 

ALTERNATIVES

Board of Directors could choose to not approve Amendment 1,which would create a situation where the individual that funded the installation of the electric vehicle chargers being used by the County's fleet vehicles could not be reimbursed for his actual costs.

CAO RECOMMENDATION

 It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There is no financial impact from this Amendment, AQMD will continue to finance the actual cost of the installation of the six (6) electric vehicle charging stations, up to a total of $8,000 of AQMD Operations Fund Balance.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

Clerk of the Board will have the Chair of the Board of Directors sign the three original amendments.  Two originals will be returned to AQMD.
