DEPARTMENT RECOMMENDATION

Authorize the Purchasing Agent to sign Amendment I to Agreement No. 165-S1511 with Capital Engineering Consultants, Inc., to increase the term an additional year, expiring August 28, 2018, to provide mechanical, electrical, and plumbing (MEP) engineering services at the Placerville Jail Facility.  Additionally, authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services No. 165-S1511, including future amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

 

DISCUSSION / BACKGROUND

On August 26, 2014, the Board approved Agreement for Services No. 165-S1511 with Capital Engineering Consultants, Inc. to provide MEP engineering services at the Placerville Jail for a three-year term and a not-to-exceed amount of $195,000.

 

Many of the critical building systems within the Placerville Jail are in need of repair and modernization.  The Division negotiated the agreement with Capital Engineering Consultants, Inc. to address many of these acute issues.  The Facilities Division selected Capital Engineering Consultants, Inc. from a list compiled internally off a Request for Qualifications (RFQ) solicitation that occurred in November 2013.

 

While much of the engineering work is complete, work continues regarding the facility’s fire suppression system, as this is one of the more complicated building systems to address. The one-year extension to this agreement will allow engineering work to continue regarding this complicated issue. 

 

Should the Board approve this Amendment, the agreement shall expire August 28, 2018 and compensation remains unchanged.

FINANCIAL IMPACT

This has been budgeted for in the current FY 2017-18 Accumulative Capital Outlay fund work plan.  No additional compensation is being added to this contract and there is no change in Net County Cost.
