Sheriff's Office recommending the Board sign a Resolution delegating authority to the Sheriff or designee to apply for and accept grant funds from the State of California, Department of Resources Recycling and Recovery (CalRecycle), Illegal Disposal Site Abatement Grant Program and execute all grant related documents, including, but not limited to, the grant funding agreement, amendments, reports, request for payments and all associated documents necessary to secure and expend such grant funds.

 

DISCUSSION / BACKGROUND

The Illegal Disposal Site Abatement Grant Program pursuant to Public Resources Code (PRC) section 48020, is for the purpose of cleaning up solid waste sites and solid waste at co-disposal sites where the responsible party either cannot be identified, or is unwilling or unable to pay for timely remediation, and where cleanup is needed to protect public health and safety and/or the environment. Widespread illegal dumping of solid waste adversely impacts residents in many ways. Properties on which illegal dumping occurs lose  economic value; create public health and safety and environmental problems; and degrade the enjoyment and pride in the affected communities. Many owners of abandoned, idled, or underutilized properties that have been affected by unauthorized are unable or unwilling to pay the costs of cleanup.

 

The Sheriff’s Office has established a HOT (Homeless Outreach Team) comprised of a Sergeant, and two Deputy Sheriff’s to identify transient camps, contact landowners for clean-up of sites, build rapport with homeless population, reduce transient-related fires, and supervise the clean-up of current disposal sites to protect and improve the public health, safety, and the environment from the dangers of unmitigated waste dumping. The funds from the grant will be used to offset expenses related to this work.

 

On August 2, 2017, a preliminary grant application was required by CalRecycle. The Sheriff’s Office submitted an application in the amount of $500,000 for salaries and benefit expenses, and disposal and transportation costs.

 

By September 6, 2017, a signed Resolution by the County Board of Supervisors is needed to complete the application process. The grant award announcements will be made in October 2017. If successful in receiving a grant award, the Sheriff’s Office will bring an agenda item to the Board for approval of a budget transfer to accept the award.
