Title

Health and Human Services Agency, recommending the Board:

2) Adopt and authorize the Chair to sign Resolution 126-2017, which supports the No Place Like Home Program Technical Assistance Grant application thereby fulfilling a requirement of the California Department of Housing and Community Development;

3) Delegate authority to the Director of the Health and Human Services Agency to execute subsequent funding agreement, contingent upon approval by County Counsel and Risk Management, as indicated in the attached Resolution; and

4) Authorize the Director of Health and Human Services Agency, Assistant Director of Administration and Finance, or the Chief Fiscal Officer, to administer any agreement or subsequent administrative documents relating to said award, including required fiscal and programmatic reports.

DEPARTMENT RECOMMENDATION

Health and Human Services Agency (HHSA) recommending the Board authorize the HHSA Director to submit a grant application to the California Department of Housing and Community Development for the No Place Like Home Program Technical Assistance Grant for a grant term beginning upon award and ending September 30, 2020, with an estimated amount of $75,000. 

 

Additionally, to meet the requirements of the granting agency, HHSA is recommending the Board adopt and authorize the Chair to sign Resolution XXX-2017, which supports the No Place Like Home Program Technical Assistance Grant application.

 

Lastly, HHSA recommending the Board delegate authority to the HHSA Director to execute any subsequent funding agreement, contingent upon approval by County Counsel and Risk Management; and authorize the HHSA Director, Assistant Director of Administration and Finance, or Chief Fiscal Officer, to administer any agreement or subsequent administrative documents relating to said award, including required fiscal and programmatic reports.

 

DISCUSSION / BACKGROUND

On April 10, 2017, the California Department of Housing and Community Development issued a notice of funding availability for its No Place Like Home (NPLH) Program Technical Assistance Grant. The California Department of Housing and Community Development is authorized to provide up to $6.2 million from the Mental Health Services Act Fund for technical assistance and application preparation assistance to Counties, as described in the Welfare and Institutions Code Section 5849.10, related to the NPLH Program.  The County of El Dorado is designated as a small county, with a population under 200,000 people, and as such is allocated $75,000 for technical assistance with the NPLH Program.

 

The NPLH Program, which the Technical Assistance Grant is intended to support, establishes funding for Counties to provide permanent supportive housing for chronically homeless individuals. A core component of establishing the housing is the availability of a Coordinated Entry (CE) system that works within the County’s Continuum of Care (CoC).  The NPLH Program will ultimately provide an estimated $500,000 towards this permanent housing. In order to be qualified to apply for the NPLH Program, the County will need to avail itself of technical assistance and expertise to develop and ensure a successful coordinated entry system that will serve the framework for NPLH.  This Technical Assistance Grant will provide a means for HHSA to prepare for an eventual grant application for NPLH Program funding.

 

As a requirement of the Technical Assistance Grant application, the County must provide a resolution from the governing body of the jurisdiction, with specific permission to apply for and receive the Technical Assistance Grant Funds.  Additionally, the application requires an official designated by the Governing Body to certify that, if approved, the official will assume the responsibilities specified in the NPLH Program Technical Assistance Notice of Funding Availability and the Technical Assistance Program Guidelines.

 

ALTERNATIVES

Should the Board decline to approve this item, the County would not be eligible to receive funding through the NPLH Technical Assistant Grant, thereby rendering the County ineligible to apply for the NPLH program funding.
