DEPARTMENT RECOMMENDATION
At their meeting of August 15, 2017 (Item 24) the Board approved Ordinance 5060 and set for Final Passage on August 29, 2017.
Chief Administrative Office, recommending the Board considers the Introduction (First Reading) of Ordinance 5060 regarding unclaimed property which will adjust the time limites for which found or impounded personal property must be stored by the County, clarify the procedures for the sale or disposal of personal property not claimed within 95 days, and provide the means for a person to prove ownership.
DISCUSSION / BACKGROUND
Drafting the “illegal camping” ordinance (Chapter 9.55), which is before the Board as a companion item, revealed the need to update and amend the County’s unclaimed property ordinance (Chapter 8.86). The minor amendments would adjust the time limits for which found or impounded personal property must be stored by the County and clarify the procedures for the sale or disposal of personal property not claimed within 95 days. The amended ordinance would also provide the means for a person to prove ownership of unclaimed personal property and state that a government-issued identification is not required to claim impounded personal property.
ALTERNATIVES
The Board could choose to not approve the unclaimed property ordinance and could ask for staff to revise the ordinance and return to the Board. In addition, the Board could decide to reject the ordinance.
OTHER DEPARTMENT / AGENCY INVOLVEMENT
County Counsel has reviewed and approved the proposed new ordinance.

It is recommended that the Board approve this item.

At this time, there is no known cost to this item other than the cost to publish the ordinance.
