DEPARTMENT RECOMMENDATION

Chief Administrative Office recommending the Board authorizes the Chief Administrative Officer to delegate to the Agricultural Commissioner/Sealer of Weights & Measures administrative, contract administration and day to day oversight responsibilities associated with the University of California Cooperative Extension Multi-County Partnership.

DISCUSSION / BACKGROUND

On June 14, 2011, the Board approved a UCCE Foothill Multi-County Partnership in effect from July 1, 2011 to June 30, 2016.  This partnership is comprised of The Regent of the University of California, The County of Amador, the County of Calaveras, the County of El Dorado and the County of Tuolumne. As part of this partnership, the Board appoints two representatives to an Advisory Council (one Supervisor and the CAO).  This Advisory Council meets a minimum of two times per year.  The Advisory Council is responsible for advising the UCCE Multi-County Partnership Director of their input regarding UCCE programs.  The Advisory Council considers issues including but not limited to, new program areas to be expanded into, program areas no longer needed, and so on.  The Advisory Council is responsible for the delivery of an annual budget and will review the annual Plan of Work for the coming program year and the Report of Work for the previous program year.

 

The Cooperative Extension program includes services such as 4-H Youth Development Staff, Master Gardener Staff, Natural Resources Advisors, Specialty Crops Advisor and the Forestry Advisor program.

 

The El Dorado County Agricultural Commissioner/Sealer of Weights & Measures is very familiar with the programs that are operated by the UCCE. In addition, the El Dorado County Agricultural Commissioner/Sealer of Weights & Measures also shares a building with the UCCE programs in Placerville. This change would allow for a streamlining of some administrative tasks with the UCCE, with the understanding the Chief Administrative Officer remains as the County’s staff assigned to the UCCE Advisory Council

 

ALTERNATIVES

The Board could continue with the CAO handling most administrative tasks related to the UCCE programs.
