DEPARTMENT RECOMMENDATION

Community Development Services, Environmental Management Department (Environmental Management), recommending the Board:

1) Accept a grant award from the State of California Department of Resources Recycling and Recovery (CalRecycle) for 2017-18 Local Government Waste Tire Amnesty Grant Program funds under Grant TA4-17-0001 (TA4 Grant), in the amount of $89,812, for the term of July 1, 2017, through August 30, 2019; and

2) Delegate authority to the Environmental Management Director, or designee, to execute the Grant Agreement (Attachments B, C, D, and E), and all Grant related documents including, but not limited to, amendments, requests for payment, reports, and all associated documents necessary to secure Grant funds and implement the approved Grant Program.

 

DISCUSSION / BACKGROUND

CalRecycle administers various grant payment programs in furtherance of the State’s effort to reduce, recycle, and reuse solid waste and hazardous material generated in the State, thereby preserving landfill capacity, protecting public health and safety, and the environment. 

 

In March 2017, Environmental Management submitted an application to CalRecycle requesting TA4 Grant Program funds in the amount of $89,812.20 (Attachment E).  On August 11, 2017, notification was received from CalRecycle advising of the TA4 Grant Award in the amount of $89,812, with a term of July 1, 2017, through August 30, 2019 (Attachment F).  The Grant Agreement, along with the referenced Exhibits, must be executed by the County and returned to CalRecycle within 60 days of the notice of award.

 

TA4 is a Grant Program that provides funds to conduct free amnesty events for the public to recycle their waste tires.  The previous CalRecycle TA3 Grant provided funding for 36 successful waste tire amnesty events held throughout the County in 2016 and 2017, which provided County residents free disposal of over 12,400 waste tires.  As a result, communities were cleared of waste tires from residential properties which, in turn, aided in the elimination of breeding grounds for mosquitos and other vectors.

 

In accordance with Board of Supervisors Policy A-6, the Board is the sole authority for accepting grant awards and approving grant agreements.  After acceptance of a grant award and approval of the grant agreement, the Board may elect to delegate authority to execute the grant agreement and other grant related documents. 

 

ALTERNATIVES

The Board could reject the acceptance of the TA4 Grant funding. This would result in the forfeiture of available TA4 Grant funds to the County and would further inhibit Environmental Management’s ability to promote waste tire collection events throughout the County, which provide a mechanism for communities to dispose of waste tires at no charge.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Counsel has reviewed and approved the Grant Agreement.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There is no change in Net County Cost associated with this item.  No matching contributions are required for this Grant Program. These funds were included in the FY 2017-18 budget.
