DEPARTMENT RECOMMENDATION

Chief Administrative Office, Parks Division recommending the Board:

1) Tentatively approve the final draft of the Summer 2017 River Management Plan (RMP) (Attachment B) which will serve as the Project Description for the preparation of a California Environmental Quality Act (CEQA) Initial Study document; and

2) Direct staff to move forward with the Consultant to complete the CEQA process; and

3) Provide direction to staff on Resolution 065-2002 (Attachment D) relating to the River Management Advisory Committee (RMAC).

 

DISCUSSION / BACKGROUND

Please see attached staff report (Attachment A).

 

ALTERNATIVES

1)The Board could direct staff to make additional changes to the RMP and return at a later date for tentative project approval.  This will delay the CEQA process and implementation of an updated plan in time for the next River season.

2) The Board could choose to not make any changes to the existing RMP.  This will result in a plan that contains processes that are no longer relevant, unenforceable by the Parks Division and not aligned with State Parks or Bureau of Land Management policies.

CAO RECOMMENDATION

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There is no financial impact related to moving forward with the CEQA study.  The FY 2017-18 river program budget includes $23,000 in funding for the Consultant to complete the CEQA process.
