Title: Clerk of the Board recommending the Board: 1) Adopt and authorize the Chair to sign Resolution 148-2017 to execute an extension of the membership term of Community and Economic Development Advisory Committee (CEDAC) Member at Large Linnea Marenco who serves as the committee Chair and the term of Alternate Member at Large Kris Payne to expire no later than January 31, 2018 (current terms are scheduled to expire September 28, 2017). The Resolution seeks to align the membership terms of these positions to coincide with the month of January term dates in place for all other members of CEDAC; and 2) Authorize the Clerk of the Board to suspend the appointment process for said positions for consideration of appointment by the Board in January of 2018 to ensure continuity on the committee as they are in the final stages of preparing a report to the Board of Supervisors, tentatively scheduled for October 24, 2017;

DEPARTMENT RECOMMENDATION

The Clerk of the Board makes this recommendation to ensure the committee retains continuity through the completion of their report to the Board and to align the membership term dates with those of the the other committee members.

DISCUSSION / BACKGROUND

On August 24, 2015 (Item 2, File 15-0630) the Board adopted Resolution 147-2015 which modified the membership structure of the Community and Economic Development Advisory Committee (CEDAC) from eleven (11) voting members to seven (7) voting members and one (1) Alternate Member at Large who would only vote if there were no Members at Large present at a meeting.  The Resolution explicitly states that Members at Large and the Alternate Member at Large are appointed to two (2) year terms whereas the term of District specific appointees is coterminous with the appointing Supervisor.  

 

On September 29, 2015, (Item 9, File 15-14111) the Board appointed Member at Large Linnea Marenco and Alternate Member at Large Kris Payne to two (2) year terms pursuant to Resolution 147-2015.   The terms for these positions end on September 28, 2017.

 

The Clerk of the Board posted a Notice of Vacancy for these positions on August 1, 2017.  Applications were received from Ms. Marenco and Mr. Payne on August 14, 2017 and a third application was received from Felicity Wood on September 14, 2017.

 

ALTERNATIVES

The Board may choose not to extend the terms and/or suspend the appointment process and direct staff to take a different action(s).
