DISCUSSION / BACKGROUND

The Grants and Cooperative Agreements Program of the California Department of Parks and Recreation, Off-Highway Motor Vehicle Recreation Division provides financial assistance to public entities and other qualified entities to help with the management of off-highway recreation.  The Program supports planning, acquisition, development, maintenance, administration, operation, enforcement, restoration, and conservation of trails, trail heads, areas and other facilities associated with the use of off-highway motor vehicles. 

 

These grants will provide the following:

 

Rubicon Trail:

 

Annual Operation & Maintenance:

This grant will provide funding for annual maintenance requirements such as winter monitoring, cleaning out of the Best Management Practices (BMPs), reconstruction of BMPs as needed, helicopter time for moving rock onto the trail and pumping and cleaning of trail restrooms.

 

Safety and Education

This grant will provide funding for OHV related education and safety activities on the trail.  Activities include, but are not limited to: producing a 12 month calendar, purchasing educational stickers, installing educational signage, providing outreach and education with booths at community events, and design and production a new Rubicon bandana.  The project will also provide for a contract to implement the mid-trail staff program.

OTHER DEPARTMENT / AGENCY INVOLVEMENT

Department of Transportation. The Sheriff's Office has an active role on the Rubicon Trail and receives separate funding.

 

CAO RECOMMENDATION

It is recommended that the Board approve this item.

 

FINANCIAL

Funding for Rubicon Trail Operations and Maintenance Grant in the amount of $428,458 from the California Department of Parks and Recreation, with matching funds in the amount of $123,044 from El Dorado-Sacramento Municipal Utility District Cooperation Agreement Fund (SMUD funds), $23,500 from volunteer labor, and $14,000 from in-kind materials for a project total of $589,002.

 

Funding for Rubicon Trail Education and Safety Grant in the amount of $48,438 from the California Department of Parks and Recreation, with matching funds in the amount of $24,500 from State Off-Highway Vehicle License Fees and $6,250 from volunteer labor for a project total of $79,188.

 

Funding is included in the FY 2017-18 Adopted Budget.  There is no impact on Net County Cost.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

Deputy Chief Administrative Officer to sign five (5) originals of each of the three (3) Project Agreements and any future amendments that do not change the dollar amount of the Agreement.  The Chief Administrative Office will forward originals to the State Parks and Recreation Division for execution.
