Title

Health and Human Services Agency recommending the Board:

1) Approve and authorize the Chair to sign Amendment 2 to Agreement for Services 194-S1511 with Community Recovery Resources, for the provision of “as requested” therapeutic counseling and substance abuse treatment services, extending the term by one (1) year for a new term ending November 16, 2018, and increasing the not-to-exceed compensation by $90,000 for a maximum contractual obligation of $277,712; and

2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 194-S1511, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) recommending the Board authorize the Chair to sign Amendment 2 to Agreement for Services 194-S1511 with Community Recovery Resources, for the provision of “as requested” therapeutic counseling and substance abuse services for eligible HHSA clients.  Referral to therapeutic counseling and substance abuse treatment services is a State-mandated regulation for both Child Welfare Services (CWS) and California Work Opportunity and Responsibility to Kids (CalWORKs)/Welfare-to-Work programs.  Approval of Amendment 2 will allow HHSA to continue to provide these mandated services and will ensure continuity of care for clients currently receiving services from Community Recovery Resources.

 

Additionally, HHSA has determined, in accordance with County Ordinance Section 3.13.030, it is more economical and feasible to engage an independent contractor for “as requested” services as the County has neither the staff nor the 24/7 facilities required to meet the service requirements. 

 

DISCUSSION / BACKGROUND:

Therapeutic counseling services and substance abuse treatment programs are statutorily required services for clients engaged in the CWS and/or the CalWORKs/Welfare-to-Work programs.  Welfare and Institutions Code (WIC) Sections 16501-16508 requires the CWS program to provide services to promote family preservation, family maintenance, and family reunification for children and families.  Such services are designed to promote the well-being of children by ensuring safety, achieving permanency, and strengthening families to successfully care for their children. Further, WIC 11322.6 outlines CalWORKs/Welfare-to-Work services that shall be provided to assist clients in obtaining and retaining self-sufficiency.

 

HHSA maintains agreements with multiple vendors for the provision of therapeutic counseling and substance abuse treatment services.  Choice of vendor is based upon the specific needs of each individual client.  The services provided by Community Recovery Resources are offered to both men and women.  Children may live with their mothers in the residential and transitional living settings.  Due to a higher need than originally anticipated for substance abuse treatment services for existing and future clients, HHSA requests to extend the term of the Agreement by one (1) year and to increase the not-to-exceed compensation by $90,000 for a maximum contractual obligation of $277,712.

 

ALTERNATIVES:

Disapproval of Amendment 2 to Agreement for Services 194-S1511 will result in an inability to ensure continuity of care for HHSA clients currently receiving services from Community Recovery Resources and will ultimately lead to a diminished ability to meet overall community needs for therapeutic counseling and substance abuse treatment services.

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the fiscal year 2017-18 budget, and will be included in future budgets for the term of the Agreement.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on two (2) original Amendment 2 to Agreement for Services 194-S1511.

2) Clerk of the Board to return one (1) fully executed Amendment to the HHSA Contracts Unit at 3057 Briw Road.
