DEPARTMENT RECOMMENDATION

Sheriff's Office recommending the Board approve and authorize the Purchasing Agent to sign Amendment III to Agreement 498-S1410 with Stommel, Inc., doing business as Lehr Auto Electric, to provide law enforcement vehicle tear down and build up services, extending the term of the Agreement through October 31, 2018, and increasing the total not to exceed amount by $25,000 for a new total not to exceed amount of $247,196 based on the department's estimated cost of services for the contract period.

 

The Board is also being asked to make findings that it is more feasible and economical to engage and outside Contractor for the provision of law enforcement vehicle tear down and build up services, in accordance with Ordinance 3.13.040. 

 

DISCUSSION / BACKGROUND

On January 27, 2014, the Purchasing Agent awarded Bid No. 14-988-028 to the apparent low qualified bidder, Lehr Auto Electric.  An Agreement for services with Lehr Auto Electric, to provide law enforcement vehicle tear down and build up services, for a three (3) year period, in an amount not to exceed $62,196.00 was subsequently executed by the Purchasing Agent.

 

On December 15, 2015, Amendment I was approved to adjust and increase the total not to exceed amount of the Agreement by $160,000, retroactive to the date of execution on April 3, 2014, in order to reflect the actual costs incurred prior to the initial execution of the Agreement and through the initial term date of April 2, 2017.

 

On March 28, 2017, Amendment II was approved to extend the term of the Agreement through October 31, 2017 while the department assessed its current needs and worked with Procurement and Contracts to identify the best solutions for establishing future contracts.

 

Amendment III is necessary to extend the term of the Agreement and increase the total not to exceed amount for that period while the department continues to assess its needs.  The department is currently working with Procurement and Contracts on issuing a Request for Proposals to be published in the near future.

FINANCIAL IMPACT

There is no change in Net County Cost. Funding for these services is included in the Sheriff’s Office Fiscal Year 2017/18 budget and will continue to be budgeted in future years.
