Health and Human Services Agency, recommending the Board:
1) Approve and authorize the Chair to sign Agreement for Services 188-S1811, with Big Brothers Big Sisters of El Dorado County, for the provision of mentoring, outreach, linkages, and a stigma reduction program for youth ages 3-18, for the term upon execution through June 30, 2020, with a maximum contractual obligation of $225,000; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 188-S1811, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) recommending the Board approve Agreement for Services 188-S1811 to provide mentoring services in support of the “Mentoring for 3-18 Year Olds by Adults and Older Adults Prevention and Early Intervention (PEI) Project,” thus ensuring HHSA meets the requirements of the funding source. The Mental Health Services Act (MHSA) mandates that stakeholders are to be provided with the opportunity to provide input into the MHSA Plan development on topics such as community needs and funding allocations. During the community planning process for Fiscal Year (FY) 2016-17, one of the unmet needs identified by the public was mental health services for children under the age of five and their families who do not meet the specialty mental health criteria. To address those needs, the Project was incorporated into the MHSA plan under the PEI component, and included in the MHSA Plan for 2017-18 approved by the Board on June 20, 2017 (File ID: 17-0551; Item No. 33)
Due to the specialized nature of the services required under the Project, the provision of these services are more economically and feasibly performed by the Big Brothers Big Sisters of El Dorado County than through the County Mental Health Division.
DISCUSSION / BACKGROUND:
On June 20, 2016, the Board approved and authorized implementation of the MHSA Plan FY 2017-18. Included in the approved FY 2017-18 MHSA Plan are the “Youth and Children's Services" program under the PEI component. In previous years, this PEI component was limited to Mentoring for 3-5 Year Olds by Adults and Older Adults Project (Project) specific to either the West Slope of the County or the Tahoe Basin. Based on the MHSA Plan for 2017-18, the services are being provided in one county-wide agreement and extended to include youth ages 3-18 years. The objective of this Project is to provide mentoring and early intervention services to youth ages 3-18 and their families with the goal of improving the emotional and physical stabilization of at-risk families, improving infant/child and youth wellness, and improving coping and parenting abilities for parents.
For more than 100 years, the Big Brothers Big Sisters have operated under the belief that every child has the ability to succeed and thrive in life. They develop mentoring relationships to help children reach their full potential through one-to-one relationships.
ALTERNATIVES:
Disapproval of Agreement for Services 188-S1811 will result in difficulty meeting the service demands of the community and HHSA’s mandated service requirements, as well as disrupt the progress and continuity of care for clients currently receiving services from this vendor.

It is recommended that the Board approve this item.
FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item. Sufficient appropriations were included in the FY 2017-18 adopted budget, and will be included in future budgets for the term of the Agreement.

2) Clerk of the Board to return one (1) fully executed Agreement to the HHSA Contracts Unit at 3057 Briw Road.
