DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) recommending the Board receive and file the Fiscal Year 2016-17 In-Home Supportive Services (IHSS) Public Authority and Advisory Committee Annual Report (Annual Report). The Annual Report reflects activities and accomplishments during the past fiscal year that have enhanced services for IHSS recipients and their care providers as well as increased community awareness of this vital program. The attached report describes the IHSS program, the IHSS Public Authority’s responsibilities, and the IHSS Advisory Committee’s functions.

HHSA also recommending that the Board receive a presentation by members of the IHSS Public Authority and Advisory Committee to inform the Board of the benefits and successes of the program.

DISCUSSION / BACKGROUND:
Welfare and Institutions Code Sections 12300-12330 requires that each county in California operate an IHSS program to provide personal care and domestic services to aged, blind, or disabled individuals in their own homes. The purpose of this program is to allow individuals who are recipients of these services to live safely at home rather than in costly and less desirable out-of-home placement facilities. The individual recipient of services is not only the consumer of the services, but is also the actual employer of each individual provider, holding all powers and responsibilities of employers with the exception of determining the total number of hours that their service provider may work and their salary.
