DEPARTMENT RECOMMENDATION
The DA and Sheriff’s Office are recommending the Board approve and authorize the Chair to sign the certifications and assurances in order to receive Justice Assistance Grant Program funds.

DISCUSSION / BACKGROUND
On 9/19/17, the DA and Sheriff’s Office notified the Board and made available for review and public comment the County’s submission of the Edward Byrne Memorial Justice Assistance Grant Program Fiscal Year 2017 application for funding of $17,942.

The Sheriff’s Office is requesting $8,971.00 to partially fund sending seven Detectives to the California Narcotic Officers Association (CNOA) Annual Training Institute. The remaining $3,092.80 needed will be funded by California Multiple-Jurisdictional Methamphetamine Enforcement (CalMMET) special revenue funds.

The DA’s Office is requesting $8,971.00 to purchase radios, a night vision security system, virtual desktops, and a laptop.

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP) Bureau of Justice Assistance (BJA), does require that the County notify the Board and make available a copy of the application to allow any public comment in regards to the application.

A new requirement for FY 2017 Justice Assistance Grant Program funds is the submission of signed Certifications and Assurances by the Chief Executive of the Applicant Government and the Certification of Compliance with 8 U.S.C. § 1373 by County Counsel. The "Chief Executive" is defined as an individual who has authority to enter into agreements on behalf of the County.
