Fiscal Impact/Change to Net County Cost: 

Action on this agenda item will not obligate the County to any costs; obligation would occur upon award of the construction contract.  The grant application is in the amount of $543,000 for the Habitat/Security Fence and Gates Project (Project).  The current estimated construction cost is $483,000 and engineering and administration costs are estimated at $60,000.  The Federal Aviation Administration (FAA) will fund 95% or $515,850 of the estimated costs with $27,150 required as a match.  The Department of Transportation (Department) will apply for a state matching grant which would cover 2.5% of the 5% County match or $12,896.  The balance of $14,254 is to be provided by the Placerville Airport Enterprise Fund.  There is no Net County Cost associated with this agenda item.

 

Reason for Recommendation:

The Placerville Airport (Airport) serves the general aviation needs of Placerville and the surrounding unincorporated area of El Dorado County.  It is important that the Project be constructed around the Airport to protect aircraft from human and animal incursion.  The Project proposes to construct approximately 19,000 linear feet of eight-foot high chain link fence around the Airport property boundary line and 2,000 linear feet of six-foot high chain link fence around the Airport office and Fixed Based Operator areas.  The Project is included in the approved 2010 Capital Improvement Program (CIP) as # 93124 and the Airport Improvement Program (AIP) as # 3-06-0188-13.

 

The FAA provides grants for habitat/security fencing and gates and requested the Department submit the application to receive the grant.  The Resolution authorizes the signing of the grant application, authorizes the acceptance of the allocated funds, and certifies the availability of the required 5% matching funds. 

 

Action to be taken following Board approval:

The Board Clerk will forward an executed copy of the Resolution to the Department for its records. 

 

Action to be taken by the Department following Board approval:

The Department will submit the grant application and the Resolution to the FAA.  Upon receiving FAA approval, the Department will return to the Board for grant acceptance, execution and authorization to bid the Project.
