Fiscal Impact/Change to Net County Cost:  There is no Net County Cost associated with this item.  The Health sub account (Public Health Division Realignment funds) will be reduced by up to $273,181 with an equal increase in Mental Health sub account (Mental Health Division Realignment funds).

 

Background:    At the Board meeting held September 21, 2009, the Health Services Department presentation to the Board demonstrated that transfer of up to ten percent (10%) of the Public Health Realignment funds to the Mental Health Division would have minimal impact on Public Health core functions and would allow the County to continue to provide mandated mental health services to the community during FY 2009-10.

 

Based on this information the Board approved appropriations to provide for the transfer and found that transfer of said funds from Public Health to Mental Health would be the most cost-effective use of available revenues to maximize client outcomes. This item is provided consistent with that finding and authorizes the Chair to sign Resolution xxx-2010, authorizing the transfer of funds from Public Health to Mental Health as indicated in the resolution.

 

Action to be taken following Board approval:

1.                     Board of Supervisors Chair to sign Resolution xxx-2010.

2.                     Department to prepare Journal Entry transferring funds from the Public Health Realignment Fund to the Mental Health Realignment fund, pursuant to Welfare and Institutions Code 17600.20 (a).

3.                     Auditor’s Office to process Journal Entry prepared per item 2 above.
