Background:   On April 9, 2002, the Board of Supervisors established a Child Abuse Prevention Council in order to provide for the coordination of Child Abuse efforts in the County and to enable El Dorado County to receive Federal and State grants to aid in the prevention of and intervention in Child Abuse in El Dorado County.  On August 16, 2005, the Board adopted Resolution No. 232-2005 approving the initial El Dorado County Department of Human Services Child Abuse Prevention and Intervention (CAPIT), Community Based Child Abuse Prevention (CBCAP) and Promoting Safe and Stable Families (PSSF) 2005 - 2008 Three-Year Plan.  
 
In accordance with provisions of the Plan, an RFP process resulted in the award of CAPIT and PSSF funding to New Morning Youth and Family Services, Inc. (NMYFS), with participation of other community agencies as providers of specific services under the Contract with NMYFS.  The entire CBCAP allocation is retained by Human Services to coordinate the Multidisciplinary Team (MDT).  Twenty-five percent (25%) of the PSSF allocation is retained by DHS to provide services and activities that are designed to encourage more adoptions out of the foster care system when it is in the best interest of the child and to provide post-adoption services.
 
Reason for Recommendation:  The California Department of Social Services, through its Office of Child Abuse Prevention (OCAP), administers three grant funds for child abuse prevention/intervention services.  The Child Abuse Prevention, Intervention and Treatment (CAPIT) program is supported through the State General Fund (AB1733) to provide services to children at risk of abuse and/or neglect.  Community-Based Child Abuse Prevention (CBCAP) is a federal grant that assists local agencies in strengthening child abuse and neglect prevention and intervention services.  Promoting Safe and Stable Families (PSSF) is a federal grant requiring that a minimum of twenty percent (20%) of PSSF funds be spent on each of the following four  categories: Family Preservation Services, Family Support Services, Time-limited Family Reunification Services, and Adoption Promotion and Support Services.
 
Since these three grant programs are not entitlement programs, counties must voluntarily apply for available funding and provide services based upon a three-year plan approved by OCAP.  For State Fiscal Year (FY) 2005-2008 funding cycle, OCAP combined the funds administratively into one county plan.
 
Historically, counties have submitted a CAPIT/CBCAP/PSSF Three-Year Plan (Three-Year Plan) to the OCAP to receive funding.  Counties are also required to complete a Peer Quality Case Review (PQCR), County Self Assessment (CSA) and System Improvement Plan (SIP) to work towards improving outcomes for children and families.  
 
In an effort to minimize duplicative processes, maximize resources and increase partnerships and communications between organizations, in June 2008 the State of California Department of Social Services (CDSS) announced that the needs assessment for the Three-Year Plan shall be integrated into the CSA process and that the planning component shall become part of the SIP process.  This announcement affects all counties whose SIPs are due July 1, 2009 or thereafter.
 
CDSS also announced that it anticipates the revised CSA and SIP guides shall be available sometime in 2008 and, as a result, counties whose SIPs are due prior to July 1, 2009 were given the option of submitting an update to their existing Three-Year Plan or submitting a new Three-Year Plan.  The El Dorado County SIP is due on May 22, 2009, allowing for full integration of the processes during the 2012 SIP cycle. A new El Dorado County Three-Year Plan is currently due September 30, 2008.  Therefore, DHS deemed it more prudent to extend the current Three-Year Plan an additional three years and integrate the comprehensive community processes into the current plan once the full guidelines become available.  
 
The Three-Year Plan Update that shall be in effect during the Period 2008 - 2012 has been amended in order to be a continuation of the 2005-2008 Plan, with the exception that CAPIT and PSSF funds shall be administered by Human Services and distributed via current contracts with all available services providers, rather than submitting a Request for Proposal to achieve a single contract with one organization or group of organizations.  In El Dorado County, community-based organizations tend to target provision of services to specific, limited population groups rendering it virtually impossible for any single agency to provide all components of CAPIT/PSSF services.  The single-contract provider of CAPIT/PSSF services, New Morning Youth and Family Services, Inc. (NMYFS) expressed serious concerns relative to the complex, cumbersome administrative tracking, reporting and invoicing requirements associated with this funding source for themselves and for their community-based partner agencies who were participants in the provision of services under the contract.  Meetings were held to discuss approaches to alleviate or remove these concerns and, as a result, a mutual decision was reached to terminate the single-contract status effective July 1, 2008, with Human Services assuming administrative responsibility for these funding sources.  All CAPIT/PSSF funds previously contracted out to NMYFS shall now be expended through current therapeutic counseling contracts and other current contracts with all available community agencies.  The primary benefit resulting from this change is to make a wider array services available to the community and to certain families who have been referred to CPS.  The need for further CPS intervention is often alleviated when CPS investigates a referral and determines that services can be provided at a local level within the community.  Services shall then be requested from the most appropriate community agency that shall best meet the needs of the families and their children and reimbursed via the appropriate CAPIT or PSSF funding.  As discussed at a regular meeting of the Child Abuse Prevention Council (CAPC), funds shall also be available to community agencies to assist with payment for their clients who meet CAPIT or PSSF criteria when no other funding source is available.
 
The annual report for the CAPIT/CBCAP/PSSF Three-Year Plan is due to OCAP in October 2009.  At that time, should the upcoming CSA, which is due January 22, 2009, and/or the SIP, which is due May 22, 2009, identify a need for further update or revision to the Three-Year Plan, changes to the Three-Year Plan may be made at that time and Community input shall be requested.
 
Therefore, Human Services is recommending adoption of a Resolution approving the Update to the 2005-2008 Three-Year Plan to be effective during the Period 2008 - 2012 for submittal to the State.
 
Copies of the updated Three-Year Plan - with and without redline - and the "Notice of Intent Regarding CAPIT/CBCAP/PSSF Plan Contracts For El Dorado County" are attached and on file with the Board Clerk.
 
Action to be taken following Board approval:  Board Clerk to provide Human Services, Social Services Division at Briw Road with two (2) certified Resolutions and two (2) original "Notice of Intent Regarding CAPIT/CBCAP/PSSF Plan Contracts For El Dorado County" documents signed by the Chairman.
 
Human Services to submit the approved 2008 - 2012 Update to the 2005 - 2008 El Dorado County Child Abuse Prevention, Intervention and Treatment (CAPIT), Community-Based Child Abuse Prevention (CBCAP) and Promoting Safe and Stable Families (PSSF) Three-Year Plan that shall be in effect for the Period 2008 - 2012 and Notice of Intent to the California State Department of Social Services Office of Child Abuse Prevention by September 30, 2008.
