Treasurer/Tax Collector recommending Resolution 301-2008 discharging accountability for unpaid County debts, pursuant to Government Code Sections 25257 through 25259.
RECOMMENDED ACTION:  Approve.

Fiscal Impact/Change to Net County Cost: None. The debts are uncollectible.
 
Background:   The last request for discharge of accountability was presented to the Board of Supervisors May 15, 2007.  The discharge represents final clean up of older accounts, and accounts that became uncollectibile during the past year. The debts have been determined to be uncollectible due to expiration of statutes of limitations, death, or bankruptcy.
 
Reason for Recommendation:  The statutes of limitation have expired on the majority of the unpaid debts that are being recommended for discharge of accountability.  Additionally, there are debts that are uncollectible due to bankruptcy, death, or inability to identify the correct debtor.  Further collection efforts cannot be pursued.
 
 
Action to be taken following Board approval: The Revenue Recovery Division will write off $1,343,928.69 of uncollectible debt and notify the appropriate departments that accountability has been discharged.
