Fiscal Impact/Change to Net County Cost:  No change.  The State of California OSI will reimburse El Dorado County up to $173,980.71 for the full cost of the DHS Information Systems Coordinator's salary and benefits during the two-year term of State Standard Agreement 0018527.    Travel expenses are reimbursed by the State directly to the employee.  DHS has not experienced, and does not anticipate, delays in reimbursement for consultant services provided by El Dorado County under this Agreement.  Should OSI institute reimbursement delays, the DHS employee could be reassigned to his prior departmental duties in the allocated DHS position.
 
Background: In 1998 and pursuant to Senate Bill 370 (Chapter 1294, Statutes of 1989) and federal law (Omnibus Budget Reconciliation of Act of 1993), the California Department of Social Services (CDSS) implemented and maintains the Child Welfare Services/Case Management System (CWS/CMS) as its federal Statewide Automated Child Welfare Information System (SACWIS).  Child welfare services staff in all 58 counties in California are mandated to use this automated system to document their case activities.  With the onset of the Children and Family Services Reviews and AB636, which mandates performance outcome measures in child welfare, there continues to be an increasing focus on the ability to extract accurate and quality data from the CWS/CMS.  Efforts are underway to redesign the CWS/CMS into a web-based system promoting more efficient use of staff time resulting in improved quality and quantity of services supporting improved outcomes for children and families.  Full implementation of this new mandated system, known as CWS/Web, is planned for 2012.  
 
Reason for Recommendation:  On March 6, 2007, the Board of Supervisors adopted Resolution No. 052-2007 authorizing the Chairman to sign Standard Agreement No. 00017741, which provided for the consultant services of a Human Services employee, Information Systems Coordinator Bruce Conroy, for a period of two years to perform analytical and technical work relative to developing and implementing the CWS/Web Project.  Standard Agreement No. 00018527 allows for the continuation of said consultant services to OSI for an additional two-year period.  The State of California Office of Information Systems (OSI) will continue to provide full reimbursement for Mr. Conroy's salary, benefits and travel expense costs.  Under the direction of the State Project Manager of the OSI Child Welfare Services/Case Management System (CWS/CMS) CWS/Web Project, he will continue to work with the OSI integration staff as part of the team to assist in the ongoing development, procurement and successful implementation of the new CWS/Web system.  El Dorado County benefits from participation in this process by being able to provide direct input relative to the CWS/Web system that, once implemented, will indirectly affect future CWS allocations to El Dorado County, as well as ensuring that the system will be implemented in a manner that meets the County's requirements.  El Dorado County and the Department of Human Services will additionally benefit from contacts made with staff from the California Department of Social Services (CDSS) and other counties.  
 
The resolution authorizes the Director of Human Services to execute further documents relating to the subject Agreement, including amendments thereto, contingent upon approval by County Counsel and Risk Management, that do not alter the dollar amount or the term, to sign subsequent required fiscal and programmatic reports and to perform any and all administrative responsibilities in relating to same.
 
Action to be taken following Board approval:
1)  Board Clerk to provide Human Services, attention DeAnn Osborn at Briw Road, with six (6) copies of Standard Agreement 00018527 signed by the Chairman and three (3) certified resolutions.
2)  Department to obtain State execution, return fully executed copy of Standard Agreement 00018527 to Board Clerk's Office and distribute copies as appropriate.
