Any work incurred by the Department would be incidental and recovered through discretionary funds.

 

Background:

The California Public Utilities Commission established a program in 1967 under which regulated utilities, such as Sierra Pacific Power Company (SPPCo), Pacific Bell, and Charter Cable are required to budget funds annually for use by the communities they serve, to convert existing overhead utility lines to underground (Rule 20A).  The El Dorado County Board of Supervisors (Board) previously adopted Resolutions #305-84, #312-95, and most recently #317-2004, which authorized Underground Utility Districts (UUD) for the purpose of undergrounding existing overhead utilities in the Tahoe Basin's scenic corridors.

 

Reason for Recommendation:

The scope of work for the proposed project includes the removal of power poles along Lake Tahoe Boulevard within the UUD boundaries.  The overhead lines will be replaced and placed in underground conduits installed in the County's right-of-way.  No road closures are anticipated for this work.

 

SPPCo is the trenching agent and is therefore responsible for the preparation of the design drawings and will act as the lead agency during the bid process.  SPPCo indicates the estimated construction cost is $2 million for the proposed project.  The utility companies are responsible for obtaining necessary encroachment permits and easements or rights-of-way for the construction, which is planned for summer 2007.  To meet this construction schedule, the utility companies have indicated that this Resolution for the proposed UUD must be adopted by May 2007.

 

All property owners affected by the proposed Underground Utility District were contacted via mail inviting them to attend a Public Meeting held February 15, 2007 in the El Dorado County Department of Transportation - Engineering Division Conference Room.  There was no opposition to the proposal.

 

Action to be taken following Board approval:

1) The Board Chairman will sign the adopted Resolution.

2) The Board Clerk will forward a copy of the executed Resolution to the Department for futher processing.

3) The Department will forward a copy of the Resolution to the utility companies
