Fiscal Impact/Change to Net County Cost:
The Bass Lake Road portion of this project is eligible for reimbursement from Traffic Impact Fees in the approximate amount of $1,812,000.00 and Serrano Parkway from the El Dorado Hills CFD in the approximate amount of $850,000.00. A reimbursement agreement will be presented to the Board at a subsequent meeting. Also, there will be some financial impact to the County related to the ongoing maintenance of the accepted roadway.
Reason for Recommendations:
The road improvements as shown on the improvement plans for Serrano Parkway [STA 192+50 to STA 198+20.27] and Bass Lake Road [STA 48+17.34 to STA 64+63.32] (EDHSRNO#4) have been substantially completed according to the plans specifications and conditions of the following agreements:
1. Development Agreement dated January 19, 1989.
2. Acquisition, Funding and Disclosure Agreement for Community Facilities District 1992-1 (El Dorado Hills) dated September 22, 1992, formed under the Mello-Roos Community Facilities Act of 1982.
3. El Dorado Hills Specific Plan.
The following shall be accepted into the County Maintained System by separate Resolution:
Serrano Parkway - as offered, accepted and recorded in El Dorado County document DOC 2004-0068099 (Lot 13, Final Map J22) dated August 25, 2004.
Bass Lake Road - as offered, accepted and recorded in El Dorado County documents DOC 2004-0067712 (Lot MM, Final Maps H81) dated August 24, 2004, DOC 2005-0077617 dated September 15, 2005 and Final Map H81 (Lot NN) dated February 24, 1994.
Action to be taken following Board approval:
The Board Chairman will sign the Resolution.
